YOU WILL SERVE AS A LOGISTICS MANAGEMENT SPECIALIST IN THE MISSION SYSTEMS GROUP, LOGISTICS DEPARTMENT OF NAVAIRWARCENAC DIV. This position supports PMA-261 Program Office within PEO (A), as the H-53 Avionics Deputy Assistant Program Manager for Logistics (DAPML).

Duties

You will develop and implement product support and maintenance concepts/requirements for assigned avionics systems software and DMSMS to achieve program goals and objectives with minimum life cycle cost. You will determine the best approach in planning and expending resources/funding to ensure adequate and affordable logistics support posture. You will identify, plan and execute logistics efforts to ensure all aspects of the total systems life cycle are in place to meet program requirements. You will prepare and/or deliver presentations to customers/stakeholders in order to address support posture and justify logistics requirements. You will participate in Reliability Control Boards (RCBs), or other readiness initiatives. You will defend necessary modifications to previously approved plans to ensure program objectives are met. You will assist in the development and management of contract requirements to support systems engineering/acquisition/sustainment phases. You will develop and review program technical documentation and provide input and direction on logistics/maintenance issues and requirements. You will apply logistics principles and practices to ensure the total integration of product support elements to meet program requirements. You will participate in risk management processes and early identification of system integration risks. You will establish a robust total cost of ownership effort and develop affordable readiness initiatives, where appropriate to reduce life-cycle costs. You will represent H-53 Software IPT at the ILS Working Groups, Logistics Products and Process Reviews, Integrated Logistics Assessments, Milestone Reviews, Maintenance Working Groups etc., in support of the program. You will interface with DOD, OPNAV, other services/agencies, supply chain managers, the Fleet, Fleet Support Team (FST), field activities, test and evaluation organizations, NAVAIR and contractors in performance of duties and resolution of issues. You will participate in Configuration Control Board (CCB) Presentations and develop, review and submit all associated documentation in support of H-53 Engineering Change Proposals, and Technical Directives.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Develop and implement product support and maintenance concepts/requirements for assigned Avionics systems software and DMSMS to achieve program goals and objectives with minimum life cycle cost; 2) Determine best approach in planning and expending resources/funding to ensure adequate and affordable logistics support posture. Assist in submission and defense of Integrated Product Support budgets and support cost information to achieve program goals and objectives; 3) Identify, plan and execute logistics efforts to ensure all aspects of the total systems life cycle (i.e. acquisition and sustainment) are in place to meet program requirements. Implement a plan of action and milestones (POA&M) in support of the logistics program; 4) Develop and review program technical documentation and provide input and direction on logistics/maintenance issues and requirements; 5) Apply logistics principles and practices to ensure the total integration of product support elements to meet program requirements; 6) As required, conduct Performance Based Assessments for the operation and maintenance of appropriate elements of the aircraft/modification programs; 7) Assist in the development and management of contract requirements (i.e. statements of work and contract data requirements) to support systems engineering/acquisition/sustainment phases including processing of Procurement Initiation Document (PIDs) for procurement of hardware/software, labor and technical assists as required; 8) Develop and implement maintenance capability establishment as required to support maintenance concepts/requirements to achieve program goals and objectives within budget and life cycle cost; 9) Provide analyses and develop strategy for systems/sub-systems lifecycle support for Obsolescence and Diminishing Manufacturing Sources and Material Shortages (DMSMS) challenges to logistically sustain platform to sundown projections; 10) Participate in the Configuration Management Process by developing, reviewing and submitting all associated documentation in support of H-53 Engineering Change Proposals, Configuration Control Board (CCB) Presentations, and Technical Directives; 11) Critically evaluate the causes of support related problems and choose appropriate courses of action that balance the interests of the program mission and the stakeholders; 12) Establish a robust total cost of ownership effort and develop affordable readiness initiatives, where appropriate, to reduce life-cycle costs; 13) Participate in risk management processes and early identification of system integration risks; 14) As required, identify Sustainment Program Baseline (SPB) requirements. Assist in the planning and preparation of documentation to support the SPB process; 15) Provide analyses on degraders and data gathered from logistics management information systems in the execution of logistics and program planning documentation; 16) Participate in Reliability Control Boards (RCBs), or other readiness initiatives; 17) Support the Degrader Action Cell (DAC) lead by providing required data on top degraders; 18) Interface with DOD, OPNAV, other services/agencies, supply chain managers, the Fleet, Fleet Support Team (FST), field activities, test and evaluation organizations, other NAVAIR entities and contractors in performance of duties and in the resolution of issues; 19) Represent H-53 Software IPT at the ILS Working Groups, Logistics Products and Process Reviews, Integrated Logistics Assessments, Milestone Reviews, Maintenance Working Groups, etc., in support of the program; 19) Prepare and/or deliver presentations to customers/stakeholders in order to address support posture and justify logistics requirements/implementation; 20) Defend necessary modifications to previously approved plans to ensure program objectives are met.
