Duties

Implement and evaluate programs to manage medical safety risks, fire safety risks, facility response to emergencies and risks associated with physical security, hazardous materials and waste. Oversee the fire safety program to prevent fire risks, provide compliance with Life Safety Code and ensure appropriate response of systems and personnel through inspections. Develop plans for building, equipment and utility recovery to support preparation for emergency and/or disaster response. Oversee physical security and resource protection program to protect occupants and property from assault, theft or vandalism in medical facilities and surrounding grounds. Collaborate with contractors and CE personnel to ensure compliance of plans and specifications as well as ensuring training is conducted on response to emergency actions. Work with installation counterparts to formulate plans for military constructions projects.

Requirements

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• A Personnel Security Investigation is required; Tier 3: Non-Critical Sensitive, Secret
• Must possess and maintain a valid stateside driver's license.
• A pre-placement medical examination is required.
• Moderate to heavy lifting up to 50 pounds is required.
• Selectees will be required to sign a statement (Condition of Employment) consenting to seasonal influenza vaccinations or must provide a recognized exemption.
• Immunization screening is required. Hepatitis B immunization is required for all positions with direct patient contact. Applicants may be required to show proof of other immunizations depending on the type of position.
• This position may require the incumbent to work on call during irregular work hours which may include evenings, weekends, holidays, and/or varying work schedules.
• Inclement Weather Essential; the incumbent must make every attempt to report for work on time and/or remain on duty during severe weather conditions.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Basic Requirements for Facility Operations Specialist: Education: Undergraduate AND Graduate Education: Major study -- engineering, industrial arts, property management, or business administration. OR Experience: Examples of qualifying specialized experience include: Managing a maintenance program for office or apartment building complexes, hospitals, recreation facilities, military, or other special-purpose installations, including planning maintenance activities, and developing preventive maintenance programs. Conducting surveillance activities over construction and maintenance operations performed by a variety of private contractors, including reviewing project plans and specifications for workability, informing contractors of construction and reporting requirements, and supervising operations for conformance with project plans. Performing maintenance or construction work, including estimating material and labor costs for a variety of construction or maintenance projects (such as construction or maintenance of brick, frame, structural steel, reinforced concrete, and other type structures ranging from one- or two-story buildings to larger structures), directing actual work operations, and maintaining appropriate contacts with the organization funding the project. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes analyzing and/or resolving construction or maintenance problems/issues involving equipment, facilities, or contracted services. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Facilities Management, Facility Science, Business Administration, Property Management, Engineering or Industrial Arts. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
