About the Position: This position is located at Robins Air Force Base. The incumbent will coordinate facility operations, maintenance, audit, preparation, and evaluations to ensure compliance and safety within the medical facility.
This is a DOD Demonstration Project position.
Duties
Oversee facility management resources and planning for space utilization.
Plan complex projects to maintain patient care building within all requirements, estimating cost and scope of work.
Select and applies appropriate standards and maintenance procedures for several different buildings with various medical functions considering age, occupancy, technology, and requirements of multi-story and specialized construction
Inspect facility and equipment to determine deficiencies and appropriate corrective action.
Serves as the Contracting Officer's Technical Representatives ICOTR1 for service contracts.
Budgets and executes facility management financial programs that often require frequent modifications, additions for new equipment site preparation, and service modifications, while preventing waste and abuse in execution.
Coordinate preventive maintenance, repair, and/or construction work while minimizing impact to healthcare delivery.
Implement systematic processes that identify and eliminate safety hazards.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position may require the incumbent to work on call during irregular work hours which may include evenings, weekends, holidays, and/or varying work schedules.
- A pre-placement medical examination is required.
- Immunization screening is required. Hepatitis B immunization is required for all positions with direct patient contact. Applicants may be required to show proof of other immunizations depending on the type of position.
- Selectees will be required to sign a statement (Condition of Employment) consenting to seasonal influenza vaccinations or must provide a recognized exemption.
- Position is designated as Inclement Weather Essential. The incumbent must make every attempt to report for work on time and/or remain on duty during severe weather conditions.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes: 1) evaluating equipment or facility longevity to identify required repairs or replacement; 2) conducting inspections to ensure compliance with regulatory standards; AND 3) coordinating contractor proposals, selection, and/or work assignments. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
OR
Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree with a major study in engineering, industrial arts, property management, or business administration.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
