About the Position: This is a permanent position with the Headquarters, U.S. Army Corps of Engineers, Resource Management Directorate, Budget and Programs Division located in the Government Accountability Office (GAO), Washington, DC.

Duties

Serves as the Senior Management Analysis Officer overseeing data analytics for the HQs Directorate of Resource Management. Performs analytical analysis/execution in more than one of the following general Resource Management functional areas: Manpower, Finance and Accounting, Budgeting, Organizational Effectiveness and Management Analysis. Uses data analytics tools and conducts research to help improve organizational performance and mission execution. Coordinates with staff elements, review financial and project data, assess an organization's application of current processes against standards and regulations and recommend efficiencies. Supports and maintains the Financial Management Certification Program Dashboard, addressing program requirements through data analytics and emerging technology. Educates district and regional leadership via informational briefings and presentations on developed methods, models, tools, and techniques to drive organizational buy-in by decision makers. Serves as the technical lead and Certified Enterprise Risk Manager (CERM) expert in developing and implementing data analytics tools for the organization's Resource Management operations.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This is a Financial Management Level 3 Certified position. Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification program.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.

Specialized Experience: One year of specialized experience which includes: 1) leading the design, development, and implementation of complex data analytics tools to improve business and financial management processes; 2) using analytics to identify opportunities for process enhancements, recommend best practices, and guide teams on system improvements; 3) working collaboratively with senior leaders, district/regional personnel, and external stakeholders; and 4) applying data visualization techniques to organize or synthesize data analysis results into presentable formats. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-13). You will be evaluated on the basis of your level of competency in the following areas: Administration and ManagementData ManagementFinancial Management Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).
