The Defense Innovation Unit is a Department of Defense organization focused on accelerating the adoption of commercial technology to transform military capability and capacity, while growing the national security innovation base. As the Department's gateway to leading technology companies across the country, DIU is focused on rapid prototyping, fielding, and scaling of commercial solutions that can save lives, lead to new operational concepts, increase efficiency, and deter future conflict.

Duties

Incumbent typical work assignments may include the following: Serve as a Subject Matter Expert (SME) responsible for assessing the efficiency, effectiveness, costs, and benefits of current and proposed policy, regulations, and statutes and propose new policies, regulations, and statutes to meet the objectives and goals related to DIU modernization priorities. Advise the Director of Policy in the analysis of policy gaps and the development of new policy positions that address challenges influencing or impeding DoD's innovation mission and ecosystem. Monitor and assess statutory, regulatory, and policy developments that affect DIU operations, provide assessments of the impact, and develop potential courses of action for senior staff. Research and analyze potential tech policy and regulatory gaps related to emerging technology areas in DIU's portfolio to identify potential risks and areas for improvement in achieving the objectives of the National Defense Strategy (NDS).

Requirements

  • Position has been designated as Special Sensitive. The incumbent is required to obtain and maintain a Top Secret/SCI security clearance.
  • The incumbent must adhere to DoD Standards of Conduct
  • This position may require occasional travel away from your normal duty station on military or commercial aircraft.

Qualifications

Time in Grade: For entry at the NH-04 (GS-14/15) level, status applicants must have served 52 weeks as an NH-03 (GS-13) or higher grade in the Federal Service. Specialized Experience: For the NH-04 (GS-14/15), you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the NH-03 (GS-13) grade level in the Federal service, or comparable in difficulty and responsibility to NH-03 (GS-13) if outside the Federal service. Specialized experience is defined as researching or analyzing potential technology policy and regulatory gaps such as: emerging technology areas, acquisition pathways, import/export controls, Committee on Foreign Investment in the United States, or environmental regulations; and preparing policy positions, briefings, white papers, or reports that will contribute to the continued technological superiority of US forces and advance top modernization priorities to benefit DoD stakeholders. In addition to meeting the specialized experience requirements, qualified applicants must also possess the quality of experience as it relates to how closely or to what extent an applicant's background, recency of experience, education, and training are relevant to the duties and responsibilities of the announced position. Candidates must clearly demonstrate the possession of competencies necessary to successfully perform the work of the position at the appropriate level to be qualified for the position. Education

There is no substitution of education for the qualifying experience at the NH-04 (GS-14/15) grade level.
