Duties

Serves as expert and advisor on the packaging, handling, and selection, conducting studies and analyses for consideration in sales solicitations. Prepares cost estimates and recommendations, such as cost of physical space, security requirements, maintenance and rehabilitation of storage facilities and repackaging projects, to determine long and short-range financial planning. Develops national policies and procedural changes for specific groups or strategic and critical commodities from the results of program evaluations and studies. Develops storage and transportation requirements to be utilized in acquisition and sales contracts, in addition to developing recommendations for overall storage and space requirements for the newly acquired commodities. Develops and administers property operations, maintenance, physical security, and accountability processes, property disposal requirements, and processes.

Qualifications

To qualify for a Commodity Logistics Specialist, your resume and supporting documentation must support: A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Experience with National Defense Stockpile commodities and storage requirements or basic science (metallurgy, chemistry) and business economics. Experience in the planning and operational logistics of managing packaging, receipt, storage, stockpile, costs, and disposal of materials and commodities Vast knowledge of buildings and ground management practices for operation and maintenance of storage facilities, including electrical, mechanical, plumbing, and fire protection systems. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Work Environment: The work environment involves every day risks or discomfort which require normal safety precautions typical of such places as conference rooms or offices, commercials vehicles, e.g. use of safe work practices with office equipment, avoiding of trips or falls, observance of fire regulations, traffic signals, safe driving practices and similar practices. Occasional travel to depots is required. The incumbent may be exposed to toxic or carcinogenic commodities stored at depots and is required to comply with OSHA and DLA safety practices, using safety equipment such as a respirator and personal protective clothing when necessary. The use of a respirator imposes particular physical demands on the wearer and requires a medical determination to determin any such problems as well as requiring an annual medical review.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.
