You will serve as a Senior Science and Technology Program Management Analyst in the Research and Development Support Activity Technology Directorate, Naval Intelligence Activity in Springfield, VA. You will support project management functions to include identifying and partnering with stakeholders, overseeing the development of technology roadmaps and investment strategies, formulating new projects, overseeing project execution, and managing the execution of technology transition agreements.
Duties
You will plan and manage elements of an applied undersea research and development program to improve existing capabilities or develop new capabilities to satisfy Naval Intelligence requirements.
You will utilize project management, systems engineering, contract management, and acquisition best practices to transition advanced undersea systems to a diverse set of mission partners.
You will serve as a Contracting Officers Representative (COR) to oversee selected contracts and as a Project Officer to manage funded government performers.
You will serve as a a liaison for the technology directorate to internal and external developers, stakeholders, and mission partners.
You will balance contractor performance and financial resources against a multi-year acquisition strategy.
You will conduct and coordinate complex research and development efforts to develop new systems and systems of systems.
Requirements

- This position requires a periodic polygraph examination.
- This position may require a 2-year DCIPS trial period.
- This a Defense Acquisition Workforce position that requires a Program Management, Practitioner acquisition certification. The incumbent has 60 months to earn this certification. See Additional Information section.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GG/GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector, such as:
1. Plan and manage elements of the applied maritime research and development portfolio to align with intelligence collection requirements, capabilities, and a multi-year execution strategy.
2. Lead a multidisciplinary team of highly technical performers to solve complex research, development, test, and evaluation challenges.
3. Serve as a Technical Point of Contact or Contracting Officer's Representative to manage contracts from pre-award through execution and closeout.
4. Conduct and coordinate complex research and development efforts to develop new systems.
5. Execute technology transition agreements with internal and external mission partners and transition developed technologies to mission partners.
