Duties
This Supervisory Management and Program Analyst position is located in Operations Support, Policy, Plans, and Engagement (PPE), International Policy & Programs, Transportation Security Administration (TSA), Department of Homeland Security (DHS). Duties include but are not limited to:
Manages the agency's entire portfolio of international assistance projects that are both internally and externally funded and/or resourced.
Establishes the Branch's annual work plan and organizational performance metrics, and determines and manages the human capital, financial (budget), and technology resource requirements of the Branch, in accordance with Transportation Security Administration's (TSA) mission, vision, goals, and strategic objectives.
Represents the United States and DHS/TSA on issues regarding international aviation and transportation security assistance in interagency, multilateral, regional and other forums (e.g., International Civil Aviation Organization, Aviation Security Five, Quadrilateral Group on Transportation Security, Asia Pacific Economic Cooperation, European Civil Aviation Conference, Association of Southeast Asian Nations, etc.), and communicates and coordinates with other DHS and TSA components.
Pursues, coordinates, and manages external funding and the associated interagency agreements for TSA's international assistance projects, and ensures appropriate internal controls are in place to manage, track, and account for the expenditure of such funds.
Exercises a full range of supervisory and personnel management authorities and responsibilities in directing work of subordinate staff. Gives advice, counsel, or instruction to employees on both work and administrative matters and assigns work to subordinates based on priorities. Establishes performance standards, evaluates performance, recommends training and development, and recognizes high quality performance.
Supervisory/Managerial Probationary Period Requirements: Unless previously completed, you must satisfactorily complete a one-year supervisory probationary period to continue in this supervisory/managerial position.
Note: The duties are at the full SV-K performance level.
Qualifications
To qualify at the SV-K (GS-15) grade level: Applicants must possess one full year (52 weeks) of specialized experience equivalent to the SV-J (GS-14) in the Federal service. Specialized experience MUST include all the following:
Advising leadership or management officials on international aviation and transportation security policies and programs, to include security sector assistance; and
Leading the development and implementation of appropriate metrics or other evaluation techniques aimed at assessing and improving organizational performance; and
Providing solutions to leadership to resolve and mitigate aviation and transportation security vulnerabilities.
Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.
National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.
