About the Position: Serves as Lead Procurement Analyst in the Business Oversight Branch of the Contracting Division. Interprets higher-level contracting policy and directives, and provides guidance and assistance to the U.S. Army Corps of Engineers, Philadelphia District Contracting Division and Northeast Division personnel in the execution and administration of highly complex procurements for supplies, support services, construction and architect-engineering services.

Duties

You will serves as Lead Procurement Analyst who interprets higher-level contracting policy and directives and leads a variety of procurement management, compliance and acquisition reviews of pre- and post-award work. Provides guidance and assistance to District and Division level contracting personnel in the execution and administration of highly complex procurements for supplies, support services, construction and architect-engineering services. Serves as an Action Officer for various acquisition, programs, or projects that involve the development of acquisition procedures, position papers, and responses to inquiries. Responsible for assisting with the initiating, developing, recommending and overseeing contracting policies, procedures, guidance and ensuring implementation of these processes for the District. Provides guidance in development of the performance based statement of work, the type of contract best suited to the requirement, evaluation factors, and special clauses and terms and conditions applicable to the solicitation. Review Contract files to ensure compliance and guidance are followed for completeness of documents that are prepared and /or reviewed for negotiation, compliance with regulations and policy and effect on overall program. Ensure guidance is follow in the evaluation of proposals with Source Selection Evaluation Board and competitive ranges. Articulates and communicates to the team the assignment, project, problem to be solved, actionable events, milestones, and/or program issues under review, and deadlines and time frames for completion. Trains or arranges for the training of team members in methods and techniques of team building and working in teams to accomplish tasks or projects. Develops operational guidance and procedures used to train fellow staff members.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be willing and able to obtain and maintain a Secret Security Clearance prior to, and for the duration of employment.
  • Must be willing and able to travel up to 25% of the time for business-related purposes.
  • Must be willing to obtain and maintain a valid state driver's license.
  • Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
  • Must be willing and able to complete a Confidential Financial Disclosure Agreement (OGE 450) at time of entry and annually thereafter.

OR Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes: 1) Interpreting higher-level contracting policy and/or directives and provides guidance and assistance to personnel in the execution and administration of highly complex procurements for supplies, support services, construction and architect-engineering services. 2) Serves as subject matter expert and Technical Authority responsible for conducting comprehensive reviews of contracting office work products. 3) Experience serving as the focal point for all matters related to procurement policy, guidance, internal controls, and audits. 4) Reviews, analyzes, and interprets and ensures implementation of Federal and Agency regulations, letters, circulars, responses, and policies for application to contractual operations. 5) Assisting with the initiating, developing, recommending and overseeing contracting policies, procedures, guidance and ensuring implementation of these processes. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
