About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the Camp Roberts, California.

Duties

Serve as the Civilian Executive Officer (CXO) of U.S. Army Signal Activity (UASA) Camp Roberts, 302d Signal Battalion. Interpret and implement directives and standards to ensure operational and technical requirements are met in accordance with policy. Plan, organize, coordinate, direct and control technical operations, logistical, facility, and resource support for the entire station. Provide technical expertise and guidance during complex station malfunctions and ensures prompt restoration of failed systems. Plan and supervise the development, implementation and adherence to procedures in order to maintain maximum station capability. Provide technical administrative, and managerial supervision over a mixed workforce comprised of civilian and military personnel involved in worldwide inter and intra-agency secure and non-secure communications. Advise the Commanding Officer on all matters of operation, maintenance, employment, and support of the station's telecommunications mission. Provide the Commander with coordinated actions and recommendations for decision. Provide continuity of operations and plans during transition of Commanding Officers.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Three year trial/probationary period may be required.
  • One-year supervisory probationary period required. A one-year probationary period is required if the selectee has not previously met this requirement.
  • Must be able to obtain and maintain Top Secret/SCI clearance.
  • This position is subject to a pre-employment screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.

To qualify based on your experience, your resume must describe one-year specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by recommending methods for enhancing the efficiency of complex telecommunication systems; providing innovative solutions for resolving problems associated with telecommunication networks and technology; identifying and arranging telecommunication systems training needs for personnel; and maintaining various telecommunications equipment. Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
