You will serve as a RISK MANAGER in the Operations Department, Code 300, Operations Planning Manager, Code 300.1 of NORFOLK NAVAL SHIPYARD.

Duties

You will be responsible for the assessment of all risks associated with complex ship repair, maintenance and major overhaul work performed onboard an assigned ship/submarine platform. You will develop, implement and modify a Risk Strategy for each assigned maintenance availability to include the details associated with the methods and data sources to be used in the risk management process. You will coordinate, direct and provide Risk Management training as required to improve process knowledge, communication, awareness, ownership and management of the risks. You will develop risk information sheets and risk statements to convey the risk condition and related consequence. You will maintain the risk management database and develop and submit risk management reports to support projects, organizational, and customer meetings and communications. You will review risk-related lessons learned from previous and current projects and functional organization for potential risk applicability and distribute to all key stakeholders.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
  • Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-7 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience with naval ship overhaul processes including production, planning, engineering, and scheduling and knowledge of all forms of naval shipyard work, marine engineering, mechanical work, marine electrical work, marine electronic work and marine weapons work. Experience assessing and advising management on the acceptance, mitigation, transfer, sharing or avoidance of risk associated with repair, conversion and overhaul of naval surface ships/submarines. Experience with quantitative analysis and the evaluative methods and techniques for assessing risk, risk management processes, reporting, and metrics collection and ability to utilize and program various management database systems to collect, analyze and provide executive level assessments of data and recommendations. Experience conducting risk assessments and identifying potentially adverse impact on ship availabilities and maintenance work. Knowledge of personnel management, safety and security regulations, practices, and procedures as governed by NAVSEA directives. master's or equivalent graduate degree

or

2 full years of progressively higher level graduate education leading to such a degree

or

LL.B. or J.D., if related
