You will serve as a SUPERVISORY OPERATIONS MANAGER in the Operations Department (Code 300) of NORFOLK NAVAL SHIPYARD.

Duties

You will manage the department's hiring and staffing plan and ensure the execution process needs for each project team after the start of availability. You will ensure pier and docking facilities are managed, docking and undocking evolutions are supported and managed through oversight of the Dock Master. You will manage the department's occupational safety, electrical safety, fire prevention, personnel and facility security requirements and provide for representation and support for all associated communities of practice. You will determine operating budget requirements for operations department and prepare justification for expenditures.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience with scientific management, work flow, plant layout, time and engineered work standards, work simplification, safety, production control, requisitioning, storage, delivery, inventory and material handling, cost control, budget control, personnel management. Experience with preparing budgets based on plans for maintenance work on nuclear and non-nuclear surface ships and submarines primarily, but on other naval warfare or support platforms when assigned. Experience applying knowledge of Advanced Industrial Management (AIM), Project Sequencing and Scheduling (PSS) Analysis, Performance Measurement and Control system (PMC), regulations concerning costing and other program. Extensive knowledge of shipyard nuclear and non-nuclear production trades operations, production planning and control, ship systems engineering, ship systems testing, material management, equipment, facilities, schedule control, quality control, budget and cost control, and safety practices and procedures. Experience directing and managing the accomplishment of all phases of a large-scale nuclear industrial ship and/or submarine repair, maintenance, and modernization. Experience with communicating effectively, both orally and in writing, with all levels of management, including external organizations, such as NAVSEA, and Naval Reactors.
