Duties

You will serve as an ENVIRONMENTAL PROTECTION SPECIALIST in the OCCUPATIONAL SAFETY HEALTH ENVIRONMENTAL (OSHE) OFFICE of the PORTSMOUTH NAVAL SHIPYARD located in SAN DIEGO, CA. You will provide technical expertise and program planning for highly complex environmental management programs to all Detachment activities. You will provide oversight and evaluation for OSH programs. You will be responsible for planning, compliance and project execution for Portsmouth projects in the San Diego region, and provide technical assistance for project execution for all Detachment activities in the area. You will serve as the Detachment's on-site technical authority on OSHE compliance issues maintaining continuous liaison with environmental regulator agencies to remain current on existing and proposed regulations.

  • You will be required to obtain and maintain a current valid United States driver’s license.

  • You will be required to obtain and maintain an interim and/or final Secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.

Qualifications

Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience applying expert knowledge of Federal, California, and San Diego OSHE laws, regulations documentation and reporting requirements, lawmaking and rulemaking processes, and pertinent DoD and naval instructions and policies. Experience applying knowledge of OSHE program principles, concepts, practices, methods, and techniques to service as a technical authority, and apply new developments to major OSHE programs, emergency response issues, air pollution issues, water pollution issues. Experience identifying and/or correcting new, unusual, or routine environmental issues encountered. Experience partnering with agencies and other non-Navy activities and ability to develop and maintain high performing teams.
