About the Position: You will serve as a senior program analyst and technical expert for Navigation Division responsible for the entire budget/program processes involved in the formulation, Navigation Operation and Maintenance Civil Works program. Note: This is a planned management action.

Duties

Plan and lead the effort in development of forecasting patterns, resolution of reprogramming actions, and the balancing of the budgetary aspects of the different business lines. Responsible to the Division Chief for all procedural and technical aspects of the budget, consisting of a Revolving Fund program that includes facilities, floating plant, and mobile plant accounts in excess of $98 million. Independently research project and program budget and schedule data. Formulates reports to monitor resource utilization and financial status. Prepare a wide range of programming and per-hearing documents for, which include documents needed to support the routine operations projects, major rehabilitation projects, major maintenance projects. Participate in conferences with the District Engineer, Division and Branch Chiefs, program managers and project managers to develop operational and maintenance schedules and programs for current and subsequent years, and long-range planning. Assign work, review daily work accomplishment, and make adjustments in the distribution of work due to changing priorities, fluctuations in the volume of work or staffing changes to assure that work is accomplished by the established deadlines. Plans for future workload adjustments. Schedule and approve leave.

Requirements

  • Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
  • This position has a Temporary Duty (TDY) or business travel requirement of 5% of the time.

Specialized Experience: One year of specialized experience which includes 1; applying quantitative methods sufficient to plan, monitor, and report fiscal performance; 2; applying knowledge of budget execution sufficient to prepare, review, and consolidate fiscal year financial objectives and 3; evaluating program changes and manpower requirements.. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12 or above). You will be evaluated on the basis of your level of competency in the following areas: Administration and ManagementCommunicationsLeadershipPlanning and Evaluating Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
