The primary purpose of this position is: To execute major segments of the Department of Defense and United States Space Command (USSPACECOM) mission assurance and critical infrastructure activities.

Duties

Serves as a Technical Authority and advocate for USSPACECOM Space Mission Assurance (SpMA). Implements and refines the USSPACECOM J34 Space Missions Assurance (SpMA) Identification Process. Coordinates Space Mission Assurance (SpMA) Efforts within the Division and Command. Performs Action Officer duties, as assigned.

Qualifications

Conditions of Employment (cont.) Position is designated special-sensitive and requires the employee obtain and maintain a TOP SECRET (TS) security clearance with eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed. At least three (3) years of experience within the field of Mission Assurance at the Combatant Level; experience in reviewing and understanding the UCP, and CCMD-level OPLANs; ability to understand a mission statement and single out the Space components of a mission is highly desired. This position is designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. Illegal drug use by employees in sensitive positions present a clear threat to the mission of the Air Force, national security, and public safety. It is required that you (a) refrain from the use of illegal drugs and (b) if requested, submit to urinalysis testing. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, 0301 Series. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower broadband NH 02, equivalent to the next to lower grade GS 11 or equivalent in the Federal Service. Specialized experience must include knowledge of technical, academic, and operational related systems and architectures. Knowledge of organizational mission requirements, infrastructure, including broad-based technical knowledge of current command and control systems, long-haul communications systems (both terrestrial and space-based) and operations platforms. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of technical, academic, and operational USSPACECOM-related systems and architectures. Knowledge of the DoD critical infrastructure and mission assurance programs and guidelines to include specified USSPACECOM responsibilities across DoD and agencies. Knowledge of critical infrastructure protection policy and related critical infrastructure protection concepts, principles, and practices related to the USSPACECOM assigned UCP mission areas. Knowledge of USSPACECOM mission requirements, USSPACECOM infrastructure, including broad-based technical knowledge of current command and control systems, long-haul communications systems (both terrestrial and space-based) and operations platforms. Ability to lead study teams; originate new ideas, projects, and methodologies; communicate effectively, both in speaking and in writing; negotiate complex issues; and maintain good working relations. Skills in spoken and written communications and presentation graphics. Skill in evaluating and resolving problems and seeking out problems and relies on technical and managerial skills to resolve. For current Federal Employees within General Schedule Pay Plans- Federal Time-In-Grade (TIG) is Required for General Schedule (GS) Positions: Applicants must have served at least 52 weeks at the GS-11 or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral. The purpose of TIG restrictions is to prevent excessively rapid promotions in competitive service GS positions and to protect competitive principles PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
