About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at Fort Richardson, Alaska. This position provides manpower management analysis and advisory services in the areas of manpower/force management and manpower staffing criteria.

Duties

Conduct manpower studies involving organizational and functional changes which impact on the various facets of manpower management. Present findings and recommendations, usually with guidance from the supervisor as appropriate. Work closely with the Brigade manpower team to provide them with accurate Human Resources (HR) data as requested. Perform review and analysis to ensure that manpower and equipment authorizations are consistent with operating programs, projected requirements, and plans for changes to missions and functions. Exercise control and prepares reports for manpower allocation, utilization, requirements funded work years and management to ensure compliance with authorizations, end strengths, man-year, regulations, and policy guidance. Review and verify all Requests for Personnel Actions (RPAs) submitted by the organization for Table of Distribution and Allowances (TDA) validation.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Three year trial/probationary period may be required.
  • Must be able to obtain and maintain a SECRET security clearance.
  • Up to 10% TDY may be required.

Applicant must have one year of directly applicable experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job but will clearly demonstrate past experience in the application of the particular competencies or knowledge, skills, and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly related to the work of the position to be filled. Qualifying experience would be demonstrated by preparing manpower and equipment Table of Distribution Allowances (TDA) and Tables of Organization and Equipment (TOE) change requests; planning and conducting surveys and/or special studies to effect program improvements; and reviewing required supporting documentation to assist with preparing yearly concept plans. OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
