The primary purpose of this position is to serve as Chief of the Plans and Programs Flight (FMP), providing planning, directing, organizing, and exercising control as Joint Base Elmendorf-Richardson's (JBER's) Installation Support Agreement Manager (SAM), responsible for oversight and administration of the 673 ABW and 3 WG Wing-level Agreements Programs.

Duties

Plans, organizes, and directs the activities of the Plans and Programs Flight, ensuring Support Agreements comply with legal and regulatory requirements and meet internal and external customer needs. Directs a program or major program segment with significant resources (e.g., one at a multimillion dollar level of annual resources); JBER agreement-associated Air Force reimbursements total approximately $38.6M annually, $7.5M of which are recurring requirements. Exercises supervisory personnel management responsibilities. Directs, coordinates, and oversees work through subordinates, peer organizations across the installation, and within customer activities. Uses project officers, group coordinators, or comparable personnel to direct, coordinate, or oversee work. Represents the Plans & Programs Flight, Comptroller Squadron, and Installation with a variety of Installation and Functional Area organizations. Exercises significant responsibilities in dealing with officials of other units or organizations, or in advising management officials of higher rank; position held at most meetings is equivalent to the civilian Group Deputy Commanders (e.g., Joint Base Continuous Improvement Council, Emergency Management Working Groups, Air Force Community Partnership Program Meetings, and higher headquarters' Enterprise-Wide Agreements discussions). Responsible for developing and providing training, resources, and procedures to ensure the efficient and effective operation of the Installation agreements programs and advisory support to higher headquarters and peer organizations. Provides technical assistance, advice, and recommendations related to agreements to other staff agencies (e.g., Judge Advocate General, Civil Engineering, Financial Analysis, etc.), higher headquarters, and tenant organizations, as required in making program, management, or support decisions.

  • This position may be eligible for Telework, for employees who meet applicable legal and regulatory requirements, to the extent that mission requirements are not jeopardized. The official worksite is 673 CPTS/FMP, JBER Alaska.
  • This position may function as a trainer/certifier for officer and enlisted personnel assigned to JBER.
  • Required certifications and/or licenses are a condition of employment. The employee must obtain and maintain the certifications and/or licenses required to perform the duties of the position.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes working knowledge of management principles, organizational theory, and techniques of analysis and evaluation, along with knowledge of standardized administrative practices and procedures to conduct studies of clerical work processes in various organizations to identify, analyze, and recommend solutions to problems in organizational structure, staffing, administrative procedures, work processes, or workload distribution. Working knowledge of administrative regulations and operating procedures plus skill in applying fact-finding and investigative techniques. Skill in preparing project papers and staff reports and skill in organizing and delivering briefings to managers to encourage understanding and acceptance of findings and recommendations. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of logistics and resource management operations that involve planning, programming, coordinating, or evaluating support requirements, Joint Base and Air Force Common Output Level Standards, reimbursements and logistics policies, and audit readiness measures. 2. Knowledge of logistics and financial management information systems and software necessary for planning, managing, and executing an agreements program (e.g., US Treasury's G-Invoicing System, SharePoint website administration, Management Internal Control Toolset [MICT], Air Force Records Information Management System [AFRIMS], and Microsoft Office applications). 3. Knowledge of safety, security, fiscal, logistics, and Joint Basing regulations, practices, policies, procedures, and laws. 4. Skill in fact-finding, qualitative and quantitative analytical techniques, determining evaluation criteria, interpreting logistics and financial management factors, and formulating procedural solutions to problems utilizing research and data collection methods. 5. Ability to integrate the separate functions in planning or implementing a support agreements program. 6. Ability to plan, organize, and directs the functions and staff of a small to medium sized organization, lead teams in the negotiations of complex issues while maintaining good working relations. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
