About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at Fort Richardson, Alaska.
Duties
Conducts manpower studies involving organizational and functional changes which impact on the various facets of manpower management.
Performs review and analysis to ensure that manpower and equipment authorizations are consistent with operating programs, projected requirements, and plans for changes to missions and functions.
Exercises control and prepares reports for manpower allocation, utilization, requirements funded work years and management to ensure compliance with authorizations, end strengths, man-year, regulations, and policy guidance.
Reviews and verifies all Requests for Personnel Actions (RPAs) submitted by the organization for TDA validation.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Three year trial/probationary period may be required.
- Must be able to obtain and maintain a SECRET security clearance.
- Up to 10% TDY may be required.
- This position has been designated mission essential. Employee may be required to remain on duty or report for duty during severe weather or other installation closings.
- May be required to work overtime and other than normal duty hours which may include evenings, weekends, and/or holidays. Call back and emergency duty are regular requirements of this position

Qualifying experience would be demonstrated by conducting or assisting manpower studies involving organization and functional changes impacting various facets of manpower management; preparing briefings and conducting meetings to report study results as well as implementing new or changed management policies; preparing reports for manpower allocation, utilization, requirements funded work years and management to ensure compliance with authorizations, end strengths, man-year, regulations, and policy guidance; analyzing unusual conditions, problems, or questions and to offer a viable and acceptable solution is of the utmost importance; maintaining an effective and timely line of communication with the supervisor on project progress, potentially controversial matters, or issues having far-reaching implications.
