About the Position: This position falls under Defense Health Agency at Naval Medical Center Cherry Point, Directorate for Administration and requires knowledge of coordinating programs, performing administrative and technical duties Disseminating civilian personnel guidance to management, providing assistance to managers and staff members relating to manning controls and personnel issues. Monitoring the timely submission of civilian appraisals and critical element documentation.
Duties
Reviews, verifies, and submits all Requests for Personnel Actions (RPAs) initiated within the organization.
Maintains records, files, and provides reports for Recruitment and Staffing.
Serves as liaison and coordinates the Command’s personnel actions with the organization and the servicing HR.
Applies knowledge of plans, policies, regulations, and procedures governing MTF operations to ensure personnel actions are in compliance with established force structure.
Reviews and makes recommendations on the implementation of command programs and instructions used in the selection, promotions, assignment, reassignment, and other civilian personnel matters.
Performs the analyses and/or reviews of requested data for command responses to DHA/CHRA data calls as related to trends within HR or manpower issues.
Services as the command Drug Free Workplace Program Coordinator for the MTF and dental clinic.
As the Total Force Workgroup (TFWG) Coordinator, makes recommendations on the general issues in the administration and implementation of the Position Management Program within the Command.
Assists supervisors in monitoring and tracking to ensure appraisals are submitted on time in accordance with established requirements and that ratings of record are submitted and processed.
Monitors and maintains information systems data base, extracts scheduled and unscheduled management reports and provides analytical support for position and financial management use.
Provides personnel assistance to hospital employees by providing announcements on vacancies within the Command.
Referring employees to appropriate HR personnel for guidance and obtain answers or solutions to their questions and concerns.

Specialized Experience:
One year of specialized experience at the next lower grade/level position in the federal service (GS-09) which includes coordinating programs, performing administrative and technical duties in support of the work; interpreting guidance/directives from commands such and other higher authority directives. Disseminating civilian personnel guidance to management by providing advice and assistance to supervisors, managers, and staff members on issues relating to manning controls and personnel issues (both military and civilian). Monitoring the timely submission of civilian appraisals, mid-year progress reviews, and critical element documentation.

Ph.D. or equivalent doctoral degree
OR
3 full years of progressively higher level graduate education leading to such a degree
LL.M., if related

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
