You will serve as an Executive Director of COMMANDER, NAVAL SURFACE GROUP SW. The incumbent of this position will act as the senior civilian advisor to the Commander providing long-term leadership and management continuity and expertise. The incumbent is authorized to act for the Commander on business matters pertaining to CNSGSW. The purpose of work is to analyze and resolve problems in effectiveness and efficiency of program operations and support activities.

Duties

You will provide oversight for implementing and validating new or revised programs; establishes acceptable parameters, and reviews management implementing principles. You will represent the Commander in conferences and high-level working groups composed of managerial and policy making representatives of Department of the Navy (DON). You will partner with the Commander in the development and implementation of both long and short-term policies and plans, goals, and objectives for CNSGSW. You will present recommendations to the Commander for new organizational structures and management methods. You will coordinate actions involving Department Heads to achieve organizational objectives, establishing responsibilities and time schedules. You will analyze the benefits and costs of accomplishing work in house versus contracting and recommend whether to contract. You will exercise full range of supervisory and personnel management authorities and responsibilities in directing the work of a 216 military and civilian subordinate staff. You will provide quality control and monitors implementation of decisions, monitors accomplishments for timeliness and acceptability.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • MSP/PPP applicants must currently hold the required security clearance.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to perform occasional work onboard ships.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector overseeing and directing business operations related to: policy development, resource coordination, manpower and personnel readiness, and budget management in order to formulate long-rage plans that aim to improve the efficiency and effectiveness of program execution.
