About the Position: As a Budget Analyst, plans work to be accomplished, identifies areas of concern to higher management and suggests viable solutions. Formulates, justifies, presents, and executes all budgets within the assigned areas of responsibility.
Duties
Formulates, justifies, presents, and executes all budgets within the assigned areas of responsibility.
Performs in-depth budget analysis by analyzing budget requests, cost-benefit analysis, program trade-offs, and exploring alternative methods of funding.
Performs budget administration functions in the execution of an annual appropriated fund budget for a major organization segment or program.
Monitors the use and rate of expenditure of budget funds through continuing dialogue with commanders/directors and their staffs, review of written documents, and examination of accounting records.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires you to possess or obtain and maintain the DoD Financial Management Certification, Certificate Level 2, within two years of hire date.
- Must be able to obtain and maintain a Secret security clearance.

In order to qualify, you must meet the education and/or experience requirements described below. Specialized Experience GS-11: One year of specialized experience which includes developing an operating budget for an organization and overseeing and/or tracking budgetary obligations. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
OR
Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Business Administration, Accounting, Finance, or Financial Management. (Note: You must attach a copy of your transcripts.)
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
