daylight and average temperatures in the mid-70s.
Duties
Administers the installation's overall budgetary management system. Emphasizes and explains budget limitations, program requirements and directives.
Prepares and presents budgetary briefings to the senior PBAC, Commanding General, and Chief of Staff, as required. Represents the command at budget reviews and hearings at higher echelons.
Provides guidance, direction, and control to program directors on all phases of budget formulation.
Analyzes trends in fund utilization, and prepares periodic installation cost and performance reports to compare actual with forecasts or with specific spending models.
Receives, distributes, and administers all direct and funded reimbursable resources issued to the Commander.
Plans, organizes, and directs the work of a staff of ten authorized civilian employees in the Program and Budget Division located in two offices separated by 350 miles.

- THIS IS A FINANCIAL MANAGEMENT Level 2 position. This certification requirement is a condition of employment for this position. Failure to obtain this certification within the required time may subject the incumbent to adverse action.
- Position is designated as a "Key Position" in accordance with AR 690-11. This position shall not be vacated during a national emergency or during mobilization without seriously impairing the capability of the agency to function effectively.
- Incumbent may be required to be TDY up to 10% of the time to accomplish the essential responsibilities of this position.

Specialized experience: Administering a complex annual budget program of direct and reimbursable funds involving numerous appropriations; providing financial advisory support; and evaluating continual changes in program plans and funding. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
