The primary purpose of this position is to develop and implement plans, policies, and administrative procedures for the overall accomplishment of the administrative functions of the organization.

Duties

Perform clerical and administrative work in support of the office/organization: Plans, organizes, and manages SAF/MR office administrative and executive support services, functions, and activities in conjunction with the Senior Military Assistant and Executive Officer. Schedules and coordinates all visits by senior level executives to the Air Force Assistant Secretary with appropriate protocols. Serves as the primary greeter for all visitors. Develops, establishes, updates, and maintains office procedures and records/files of various types to ensure effective and efficient operations of the office in conjunction with the Executive Officer. Develops, coordinates, and monitors SAF/MR office administration including staff briefings for senior level visitors, office travel, local transportation, logistics, records management and automatic data processing function and budgeting for SAF/MR office operations. In conjunction with the Senior Military Assistant and Executive Officer executes schedule management for the Assistant Secretary, to include establishing priorities, committing time, coordinating logistics, managing protocol, assembling background information, requesting and gathering read-ahead materials, reviewing all meeting read-ahead materials, arranging preparatory sessions, and delegating taskers or scheduling items to meeting points of contact or other senior management officials in the organization. Advises staff on the interpretation and applicability of policies and procedures governing the preparation and processing of correspondence, electronic messages, and reports. When inquiries are made concerning matters for which there is no precedence, incumbent must provide an answer which, based on incumbent's judgment and experience, conforms to established policy and procedures. In coordination with the Executive Officer arranges travel for the Air Force Assistant Secretary, making necessary air, ground, hotel, and other logistical arrangements to include building trip books.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes (1) Skill in integrating administrative services with the general management of the organization. (2) Working with major issues, program goals and objectives, work processes and administrative operations of the organization. Skill in developing new or modified work methods, organizational structures, management processes, and/or program administrative procedures. (3) Skill in management and organizational techniques to plan and coordinate work initiatives and functions for self and other administrative personnel. (4) Working with and ability to interpret and explain applicable regulations, guidance, policies, and procedures concerning a wide variety of issues, initiatives, and topics that operationally support the mission of the organization. OR EDUCATION: Successfully completed a Ph.D or equivalent graduate degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. NOTE: You must submit copies of your college transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: I have a combination of specialized experience and education. A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of extensive rules, procedures, or operations applied to secretarial and clerical assignments to perform the procedural and administrative work of the office, such as preparing and editing documents, locating and assembling information for various reports, maintaining files/records, and making and preparing travel arrangements. Knowledge of basic administrative procedures including preparation of travel orders; familiarity with the Defense Automated Travel System; experience with budget, contracting, and resource planning procedures; and knowledge of civilian and military administrative functions and procedures. Ability to interface and coordinate the work of the organization with other offices in the Air Force, Headquarters Air Force, other government agencies, and contracting agencies. Knowledge of SAF/MR and organizational priorities sufficient to schedule and delegate meetings in the best interest of the organization. Knowledge of office functions and commitments of supervisor and staff to prepare and review correspondence, to screen telephone calls and visitors, to maintain supervisor's calendar, and to perform other substantive or administrative work of the organization. Knowledge of correct grammar, spelling, punctuation, capitalization, and format to accurately prepare and edit correspondence and reports as well as knowledge of various office automation software programs, tools, and techniques to support office operations and produce a variety of documents such as letters, reports, spreadsheets, databases, and graphs. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

ACTIVE DUTY SERVICE MEMBERS: The VOW Act requires federal agencies to treat an eligible active duty service member as a veteran, disabled veteran, and preference eligible (as applicable) when applying for civil service positions before the effective release or discharge date. Appointment of military members before the release or discharge date is permissible if the member is on terminal leave. At the time the active duty member applies for a civil position, he or she must submit a "certification" memo in lieu of a DD-Form 214, Certificate of Release or Discharge from Active Duty. Active duty members applying for a civil service position without submitting a valid certification memo or DD-Form 214 with their application will render the member ineligible for the position.
