Duties

This IT Specialist (APPSW) position is located in Enterprise Support (ES), Office of Information Technology (IT), Applications Development Division (ADD); Collaboration & Enterprise Applications Services Branch (CEAS), Transportation Security Administration (TSA), Department of Homeland Security (DHS). Duties include but are not limited to: Applies comprehensive technical knowledge to lead efforts to define post-implementation support requirements among multiple customer groups to ensure an efficient rollout of new architecture, hardware, or software. Plans, develops, implements, coordinates, and/or maintains programs, policies, and procedures to protect the integrity and confidentiality of systems, networks, and data in an organization. Monitors and evaluates systems compliance with IT security requirements in the development and operation of network systems in addition to providing advice, guidance and training in IT security policies and procedures. Works with management to solve identified problems. Serves as a senior technical point of contact on projects, programs, and other work activities. Presents briefings to obtain consensus/approval; provides expert technical advice, guidance and assistance to the manager and key management officials. Leads multifunctional development projects in software analysis, design, development and implementation for new systems or major enhancements to existing systems, providing guidance to lower-level staff. Works with internal and external clients and customers to assess their needs, provide information or assistance, understanding available products and services corresponding to business requirements or alternative technologies or approaches.

Qualifications

FOR ALL IT POSITIONS: To qualify, you must have IT-related experience demonstrating each of the four competencies listed below. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. In addition to the requirements for all IT positions, to qualify for the SV-J Pay Band (equivalent to GS-14), you must have one year of specialized experience equivalent to the SV-I or GS-13 Pay Band in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position to be filled. Specialized experience is defined as: Applying IT principles, methods and concepts to plan and direct the implementation, maintenance, security, and enhancement of mission critical IT systems; AND Analyzing, designing and managing functional and infrastructure requirements, including translating functional requirements into technical requirements; AND Applying project management principles, methods, and practices to plan and carry out complex IT projects (e.g., establishing priorities, developing plans and schedules, resource requirements, defining milestones and deliverables, evaluating and reporting on accomplishments, etc. Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office. You must meet the qualification requirements for this position no later than the closing date of the vacancy announcement.
