This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Incumbent will serve as a Survey Technician, working in Navigation Branch, performing a variety of assignments related to ensuring navigability of 350 miles of Mississippi River and Harbors, and 250 miles of the White River (District Waterways).
Duties
Prepare detailed report of findings to recommend course of action necessary to correct problem areas.
Advise supervisor of action planned to accomplish necessary detailed surveys.
Operate passenger car or medium to heavy duty truck, inboard and outboard motorboats under varied river and climactic conditions.
Perform all operator's maintenance on boats, motors, vehicles, and on surveying and depth sounding equipment.
Make annual and special reconnaissance and condition surveys of District Waterways to ensure authorized channel depth and width, and Government mooring facilities are maintained.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the completion of a pre-employment and annual physical examination to ensure required level of physical health and ability or fitness to perform the duties of the position.

- Must obtain and maintain internal USACE small motor craft license within 1 year of assignment to this position.

Qualifications
This is a developmental position in Operations Division, Navigation Branch and may be filled at the GS-07, GS-08, or GS-09. If selected at the GS-07, or GS-08 level, the target level for this assignment is a GS-09. The grade level selected will be based upon your qualifications. Non-Competitive promotion to the full performanc GS-09 may be effected provided you are sufficiently experienced, meet all requirements, and are performing the full scope of major duties.

GS-07
Specialized Experience: One year of specialized experience which includes assisting in the collection and processing of hydrographic survey data on a boat and operating computerized/electronic equipment for surveys such as a single beam and multibeam systems. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-06).
OR
Education: One full year of graduate level education in a field directly related to the work of the position, such as surveying, engineering, construction, industrial technology or a related field of study.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages.
GS-08
Specialized Experience: One year of specialized experience which includes assisting in the collection and processing of hydrographic survey data on a boat and operating computerized/electronic equipment for surveys such as a single beam and multibeam systems; Collecting hydrographic survey data to be used for navigational charts, dredging operations, determining shoal areas, and locating dangers to vessels. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07).
OR
Education: One and a half years of graduate level education in a field directly related to the work of the position, such as surveying, engineering, construction, industrial technology or a related field of study.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total semester hours minus 18) by 9. Add the two percentages.
GS-09
Specialized Experience: One year of specialized experience which includes collecting hydrographic survey data to be used for navigational charts, dredging operations, determining shoal areas, and locating dangers to vessels; calibrating hydrographic survey systems and equipment such as single beam and multi-beam systems; and calculating dredge quantities using a variety of methods and programs such as average end area or surface to surface. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-8).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job at the GS-9, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
