This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: You will be responsible for providing field inspection and technical direction of contract survey work performed in the District, and obtains rights-of-entry for contract survey parties.
Duties
Inspect the work of 2-5 contract survey parties engaged in the performing of engineering, topographic, hydrographic, and geodetic surveys through conventional and global position system (GPS) methods for channel improvements.
Approve proposed contractor changes in methods and procedures that do not conflict with established engineering concepts and that result in complete and accurate data required.
Establish horizontal and vertical control on new projects by use of GPS survey techniques prior to assigning the work to survey contractors.
Obtain rights-of-entry for areas to be surveyed either by in-house parties or contract parties.
Observe safety practices and corrects or reports unsafe practices and conditions that might cause injury or property damage.
Make field visits to landowners, often at hours outside normal work hours, to obtain their permission to enter upon lands in their ownership.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Business Travel / Temporary Duty (TDY) may be up to 90%.
- Within one year of assignment to this position, you must be licensed by U.S. Army Corps of Engineers, or USCG to operate motorboat of 26 feet or less. Training is provided through U.S. Army Corps of Engineers.

This position is an ad hoc/situational telework position only. The duty station is Memphis, TN.
In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience at the GS-08 grade level or equivalent in the Federal Service.
OR
Education: Two full years of graduate level education or a master's degree in Surveying Technology, Geomatics Technology, or other related field. (NOTE: You must attach a copy of your transcripts for
Verification.)
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
