About the Position: This position is located at Fort Novosel, Alabama, home of the United States Army Aviation Center of Excellence. Fort Novosel is located in the "Wiregrass" area in Southeast Alabama, surrounded by Enterprise, Ozark and Daleville.

Duties

Conduct public affairs review of technical documents and marketing products, in accordance with DoD and Army regulations and policies Develop and disseminate informational materials to promote the research mission, programs, and accomplishments to the general public, customers, and stakeholders. Identify information needs in order to develop objectives within the public affairs program and utilize a variety of social media platforms to disseminate the organization's message. Determine the most appropriate communications methods and techniques to employ in achieving maximum effectiveness in written, audio-visual, and/or oral presentations. Interpret queries from the public and acquire information from the various subject matter experts within the organization to accurately respond to public queries. Develop and implement strategic communication and marketing plan(s) to enhance knowledge of and interest in the organization.

GS-11 Specialized Experience: One year of specialized experience which includes providing public affairs support for an organization; and developing news releases with direct supervision; and managing website and designing print and online products with direct supervision. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Public Affairs or Communications. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. GS-12 Specialized Experience: One year of specialized experience which includes planning, coordinating and providing public affairs support for a large organization; and planning the productions of information products; and developing news releases; and managing website and designing print and online products. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: Oral CommunicationPlanning and EvaluatingPublic Affairs Policies and ProceduresWriting GS-11 Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the second lower grade or equivalent (GS-09). GS-12 Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11). Position may be filled as a Term appointment NTE 2 years. Term appointments may be extended up to a maximum of six years. With DoD approval, term appointments may be extended beyond 6 six years, but not more than 8 years. **NOTE - A current Army employee with personal competitive status accepts a time-limited appointment (such as term or temporary appointment), the Army employee forfeits their permanent status and becomes subject to the provisions of the term or temporary appointment. **Permanent employees who accept time-limited appointments will not have placement rights to the previously held permanent position at the end of the time-limited appointment. Employees who accept such time-limited appointment opportunities will be required to sign a statement of understanding. This position is obligated to an employee who has statutory restoration rights based on active military service, compensable injury or disability when fully recovered, return rights based on having served on an overseas tour(s), etc. In accordance with 5 CFR 353 or AR 690-300, Chapter 352, the previous incumbent has reemployment rights to this position. When an obligated position is filled, the selected employee is required to sign an agreement acknowledging that this position is obligated.

Education
