About the Position:
This is a developmental position with non-competitive promotion potential to the GS-12 grade level if all requirements are met. Management may make a selection from either grade level.
This position is located at Fort Novosel, Alabama, home of the United States Army Aviation Center of Excellence. Fort Novosel is located in the "Wiregrass" area in Southeast Alabama, surrounded by Enterprise, Ozark and Daleville.
Duties
Develop contingency communication plans to provide continuous timely and accurate internal information during emergencies.
Develop new methods and approaches in planning, integrating, and evaluating the overall public affairs program for agency's functional program.
Gather information, and produce informational material concerning departmental policies, programs, and activities for dissemination to stakeholders, potential partners and media, and obtain feedback on the effectiveness of these materials.
Coordinate plan development with external agencies.
Analyze conflicting data and summarize recommendations or program changes.
Conduct extensive research required for development of communication plans through analysis of the information including public opinion and information needs assessments, media content analysis, and impact assessments.
Provide guidance on the development of appropriate appendices for the public affairs guidance and plans.
Review projects to ensure objectives are met and compliant with agency policies and procedures.
Establish and maintain effective working relationship with community leaders and civic groups, as well with private citizens.
Recommend strategies for all aspects of the agency's public affairs program.
Represent organizational leadership at external meeting to communicate the organization?s mission, policy and programs.
Respond to probing inquiries and criticism of organizational activities and programs, to logically explain such actions and gain better understanding and support of the media and public.
Advise leadership of important developments in community relations and media interaction.
Establish standards for the development and evaluation of public affairs activities throughout the agency.
Plan mission exercises and operation for public affairs programs.
Write and review news release, statements, responses to inquiries and other special material, on controversial and sensitive matters.
Requirements
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.

GS-11 Specialized Experience: One year of specialized experience which includes providing public affairs support for an organization; and developing news releases with direct supervision; and managing website and designing print and online products with direct supervision. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
OR
Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Public Affairs or Communications.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
GS-12 Specialized Experience: One year of specialized experience which includes planning, coordinating and providing public affairs support for a large organization; and planning the productions of information products; and developing news releases; and managing website and designing print and online products. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

GS-12 Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
