Duties

Serves as the principal staff advisor to the Garrison Commander and senior staff principals on all matters involving public issues of the garrison and the creation of communication policy that aligns with garrison and Department of the Army policy. Identifies and analyzes communication needs, concerns and attitudes of various publics as they relate to programs, policies and activities of the community and its higher headquarters. Serves as the sole official spokesperson and primary contact for local and national media that require responsiveness. Oversees effective internal information programs through the garrison newspaper, if applicable, the garrison website and other internal communication media and forums. Plans and coordinates what is to be accomplished by subordinate staff. Develops performance plans, evaluates work performance and counsels staff as appropriate. Programs, initiates and directs a positive internal and external information program to meet the various information needs in consonance with the overall mission and policies of the garrison, the Department of the Army and the Department of Defense.

Requirements

  • his position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • This position has a Temporary Duty (TDY) or business travel requirement of 5% of the time.
  • This position requires weekend and/or holiday work when emergency events arise.
  • This position requires the incumbent to be on-call outside of normal business hours.
  • This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed.
  • Appointment to this position is subject to a background investigation to determine your suitability for Federal employment.

Specialized Experience: One year of specialized experience which includes directing and coordinating organizational information for dissemination to internal and external audiences for an Army Installation Management Command with in-depth knowledge of the role the garrison plays in national defense; coordinating public affairs support for community issues; running a website; understanding the metrics of public affairs programs; working closely with government officials, civic organizations and representatives of the media; assessing communication needs and establishing program objectives that align with garrison and Department of the Army policies; assigning work and identifying the training needs of staff members. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
