This vacancy is for a GS-0560-12, Budget Analyst located in the Department of Homeland Security, U.S. Coast Guard, SFLC FISCAL OPERATIONS BRANCH -SFLC-ALD-FISCAL OPS.
Duties
You will serve as a/an Budget Analyst and be responsible for budget formulation, execution, financial and program management for asset program planning and support. The incumbent manages various funds relating to SFLC support including Vessel Repair (AFC 45), Operating Expense (OP), Environmental Compliance and Restoration (EC&R), Procurement, Construction, Improvement (PC&I) budgets, and reimbursable agreements for other agencies. The assignments include a wide variety of analytical duties in the development. presentation. prioritization, formulation, submission, reporting, and execution of the SFLC and sub-unit budgets. Reviews, analyzes, and adjusts funding estimates submitted and coordinates with managers to ensure accuracy of supporting documentation, justification. and conformance with program budget policy.
Qualifications
To qualify at the GS-12 grade level, applicants must have at least one (1) full year of specialized experience equivalent to at least the GS-11 grade level in the federal sector. Specialized experience includes: Preparing budget estimates; preparing special analyses of fund expenditures as necessary; evaluating the effect of cost and program changes on the budget execution process; preparing various expenditure reports.

Specialized experience must include the following:
Comprehensive and detailed knowledge and understanding of governing budgetary policies, precedent setting decisions, procedures, and regulations issued by higher headquarters to assure budget forecasts, estimates, and submissions conform to requirement, guidelines, and financial objectives.
Skill in the identification, analysis, and resolution of a range of budgetary problems, such as: the development of alternative methods of funding; formulation of budget estimates for programs in which objectives, work processes, staffing needs, and funding requirements have changed to the extent that substantial re-budgeting is required each year.
Detailed and practical knowledge of the goals. objectives, workforce composition, work methods and functions of programs served, which is sufficient lo enable the incumbent to determine whether requests, for funds and expenditures are proper, necessary, and timely.
Ability to apply analytical and evaluative techniques to issues or studies concerning the efficiency and effectiveness of program operations.
Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.
NOTE: Education cannot be substituted for experience at this grade level.
