This position is located in the United States Department of Agriculture (USDA) Forest Service (FS) Law Enforcement and Investigations (LE&I) Organization. The incumbent provides administrative and management support to the organization by independently planning, performing, and coordinating all functions necessary for efficient operation.

Duties
Assigns tasks and provides guidance to staff officers in response to urgent and routine requests for information and recommendations on issues of operations, current events strategy and plans, command and control.
Analyzes a variety of projected situations involved with budget actions, personnel structure and organizational structures.
Completes projects and studies, which require knowledge of the major issues, program goals and objectives, work processes, and administrative operations.
Takes confidential notes, prepares confidential correspondence and performs special studies requiring expert administrative skills.
Provides a variety of support services to management in contract and property activities.
Coordinates personnel actions with the staff and acts as the liaison with HRM to resolve related issues and problems.
Manages budget execution.
Plans the work to be accomplished by the unit, assigns work to employees, and establishes production or quality standards for the unitβs work.
Requirements

- Subject to one-year supervisory probationary period (unless prior service is creditable). New USDA supervisors must successfully complete all components of the required new supervisory training program before the end of their probationary period.
Qualifications

Specialized Experience Requirement:
For the GS-11: You must have one-year specialized experience equivalent to the GS-09 level in the Federal service. Specialized experience is defined as the majority of the following: Planning, organizing, directing, and coordinating office activities; managing procurement programs and activities; completing contract administration activities; reviewing and coordinating operating budgets; maintaining property management records for accountable property.
OR
Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., in a related field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.
