Duties

Develop and formulate the segment of the installations budget request for the coming fiscal year. Provide guidance and assistance to managers in the development of their internal operating budgets. Create and edit statements justifying and supporting the funding requests of installation program managers. Monitor the use and rate of expenditure of budgeted funds through continuing dialogue with program officials and their staffs. Advise program managers and other interested parties of the status and availability of funds in different budget accounts.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Incumbent must complete Department of Defense (DoD) Financial Management Certification (Level 2 for GS-09 and 11 levels) and comply with all Department of Defense and Department of Army requirements of this certification program.

About the Position: The Joint Munitions Command provides the Joint Force with ready, reliable, lethal munitions at the speed of war. JMC's mission is to support the production, storage, distribution, and demilitarization of munitions. This position serves as a Budget Analyst and performs a variety of budgetary and administrative functions in implementing the organizations budgetary program, policies, and procedures. This position is located at the McAlester Army Ammunition Plant, which is a subordinate installation of JMC. OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in any major field of study which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. GS-11 Specialized Experience: One year of specialized experience which includes performing a variety of budgetary and administrative functions in implementing the organizations budgetary program; resolving a range of budgetary problems; reviewing written documents and examining accounting records; and developing and formulating the segment of the installations budget request for the coming fiscal year for assigned functional areas. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in any major field of study which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Time in Grade Requirement GS-11: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
