You will serve as a Program Analyst in the Hopper Global Communications Center, Contracts & Business Management Division (N8), NAVY INFORMATION FORCES, NAVIFOR. You will report shortfall/excess resources to the organization to carry out procurement actions after contracts are awarded and finalized.
Duties
You will execute, monitor and inspect the department’s acquisition, Government Purchase Card (GPC) processes, purchases, and records.
You will compile metrics, analyze contractor's performance and input information into the Contract Performance Analysis Report in order to measure the quality of work.
You will collect, compile and input information for the annual preparation of the department's budget, and tracks budget execution.
You will maintain community of practice relationships and attend technical exchange meetings with other logistics and acquisition experts.
You will analyze financial data; prepare and present financial reports regarding security reviews with Office of Naval Intelligence (ONI) Special Security Officer as outlined in the Statement of Work for documented IT services.
You will interpret databases and spreadsheets to deliver responsive, reliable, and adaptable intelligence mission systems, applications, and information technology services support.
Requirements

- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.

- This position may require a two-year DCIPS trial period requirement.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GG/GS-12 grade level or pay band in the Federal service, or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Assessing and monitoring department compliance with acquisition regulations and best practices;
Providing acquisition and budget advice to Project Managers based on department requirements;
Utilizing and manipulating financial databases in order to determine cost estimates and other financial reports for the department;
Generating Procurement Requests (PR) for the acquisition of services/systems, providing fiscal planning/execution of multiple types of funding;
Executing, monitoring and inspecting Government Purchase Card (GPC) processes, purchases, and records.
