You will serve as a Management Analyst responsible for advising ONI leadership on ONI's Acquisitions portfolio for the OFFICE OF NAVAL INTELLIGENCE.
All Defense Intelligence positions under the Defense Civilian Intelligence Personnel System (DCIPS) are in the excepted service by specific statute, 10 U.S.C. 1601. This position is in the excepted service and does not confer competitive status.
Duties
You will advise senior leadership regarding resources to maximize project effectiveness and efficiency.
You will plan and manage elements of ONI's Acquisition portfolio to develop multi-year execution strategies that support ONI's diverse mission requirements.
You will lead and motivate project team to ensure requirements are fully aligned with organizational needs.
You will serve as a Contracting Officer's Representative over multiple contracts and as a Project Officer managing internal Government processes.
Requirements

- You must obtain and maintain a Top Secret security clearance and access to Sensitive Compartmented Information (SCI). Failure to do so may result in the withdrawal of an offer or removal. Indicate the level and date of your clearance in your resume.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.

- Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

- This position requires a periodic polygraph examination.
- This position may require a 2-Year DCIPS trial period.
- This is a Defense Acquisition Workforce position that requires a Program Management Practitioner certification. The incumbent has 60 months to earn this certification. Incumbent must obtain and maintain certification in accordance with DoDI 5000.66.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GG/GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1. Recognize and analyze problems, conduct research, summarize results, and make appropriate recommendations applying rules, regulations, policies, and procedures; 2. Plan and execute complex, multifaceted projects simultaneously concerning critical programming and resource availability and allocation problems;
3. Form cohesive teams, understand diverse viewpoints, and conflicting organizational goals, weight these complications in light of objectives, and promote cooperation and consensus; 4. Apply a wide variety of analytical techniques to complex issues; 5. Experience acting as a Contracting Officer's Representative (COR), Contracting Officer's Technical Representative (COTR), or Technical Point-of-Contact (TPOC) for Department of Defense or Intelligence Community contracts.
