This position is located at Consumer Financial Protection Bureau, Operations Division, Administrative Operations, Security Team. The incumbent serves as the Personnel Security Team Lead and senior advisor responsible for administering the CFPB personnel security program.
Duties
As a Personnel Security Team Lead, you will:
Lead the Personnel Security Team in administering and overseeing the background investigation process and keeps abreast of government-wide changes to ensure CFPB's compliance with programmatic requirements.
Independently review background investigations and makes decisions regarding suitability for federal employment, fitness for performance under contracts with the federal government, or eligibility for a security clearance.
Interpret and apply suitability factors and security adjudicative guidelines when making adjudicative decisions that may involve derogatory or conflicting data from personnel security, counterintelligence, or criminal investigations, and makes recommendations for suitability, fitness, and security clearance eligibility.
Perform other duties as assigned.
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
Specialized Experience: To qualify at the CN-60 level, you must have at least one year of specialized experience at or equivalent to the CN-53 level in the Federal service. (For qualification purposes, the CN-53 level is broadly equivalent to the GS-13 level.
Specialized experience is defined as:
- Developing and implementing personnel security procedures, operating policies, identifying new methods, and/or communicating approaches; AND
- Managing the continuous evaluation process including initial clearances, periodic re-investigations, clearance upgrades/downgrades, adjudication and appeals; AND
- Maintaining oversight of the day-to-day tracking of all background investigations assigned to employees and/or contractors; AND
- Determining the impact of potential adverse or derogatory information.

Part-time experience will be credited pro-rata based on a 40-hour work week, while work of 32 hours or more will be rounded up to full-time experience.
