A successful candidate in this position will serve as a Program Analyst in the Production Modernization and Material Management Program Office, NA-19. This position is responsible for leading NA-19's planning and programming processes to modernize the capabilities and infrastructure necessary to support current and future work for the nuclear deterrent.

Duties

As a Program Analyst you will: Provide authoritative guidance on interpretation of requirements and policies, establishment of priorities and schedules, negotiation of data exchanges and standardization, evaluation of alternative approaches or significant modifications, and initiation of new or corrective actions across organizational lines as a recognized expert. Develop, coordinate, analyze, and edit input from subject matter experts, program managers and staff for development of detailed program plans, documents and associated budget estimates; and responds to information requests from OMB and other external sources involving sensitive policy and program issues. Develop long range budget estimates for programs in close coordination with site offices, site subject matter experts, and site budget analysts in accordance with annual budget guidance and schedules supporting the Planning, Programming, Budgeting, and Evaluation process. Develop program element budgets, supporting data, justifications, assumptions, and budget narratives. Recommends the planning, organizing, and assigning of projects to appropriate field, program, and staff offices; tasks M&O contractors and assigned field offices, as directed, to perform in-depth analyses or provide responses to high level managers; oversees critical laboratory/plant or facilities management integration issues and concerns. Serve as an authoritative subject matter expert and advisor to the Director and staff to resolve emerging issues and problems; Ensures that the NA-10 strategic plan, mission and vision are communicated to the team and integrated into the team's strategic goals, objectives, work plans and work products; articulates and communicates to the team the assignment, project, actionable events, milestones, and/or program issues under review, and deadlines and time frames for completion. Monitor DOE, NNSA, Office of Management and Budget and Congressional actions on program plans and initiatives for assigned program elements to anticipate and advise the Federal Program Manager of major changes in program direction, timelines, or funding levels resulting from Congressional actions and executive orders.

Qualifications

A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower NNSA pay band level or GS grade level in the Federal Service, i.e., EN-03 or GS-13. Specialized experience for this position is defined as: Analyzing organizations program, budget, cost, funding, and contractual activities while providing program management support to senior level leadership. Specialized experience for this position is defined as: 1. Experience providing leadership and professional services directly affecting a large program or enterprise. 2. Experience managing and making decisions regarding nuclear-related program activities, to include extensive knowledge and experience developing and formulating federal budget requests and justifications, evaluating program and contractor performance, and/or development and implementation of program/project management policies and procedures. 3. Experience leading coordination on complex national security program activities across federal interagencies, to include DOE/NNSA, Congress, and the Executive Office of the President.
