This position serves as Program Analyst in VHA's Recovery Audit Program (RAP), which is part of VHA's Fraud, Waste and Abuse (FWA) Prevention, Detection and Response Program, in the Office of Integrity and Compliance (OIC), Veterans Health Administration (VHA), located at the Central Office of the Department of Veterans Affairs (VA) in Washington, DC.

Duties
Duties include but are not limited to:
Serves as a subject matter expert for VHA recovery audit program to execute research, preliminary reviews, investigations, audits, remediation, training and education, corrective action planning and coordination consistent with scope of duties
Provides subject matter expertise and oversight support for improper payments and recovery audit risks and issues that arise across VA and coordinates with the appropriate offices and staff to address
Serves as a subject matter expert for organization-wide education and training on recovery audits as required by VHA's adopted curriculum
Assists in the development and implementation of a VHA-wide recovery audit program that prevents, detects and mitigates improper overpayments
Work Schedule: Monday-Friday, 0800-1630
Telework: Applicant is required on site 50% of work schedule per pay period.
Virtual: The employee may work at a VA facility or other VA-leased space other than the facility that is hiring the employee and is authorized for telework up to 50%.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/24/2025.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS 13 position you must have served 52 weeks at the GS 12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

Proposing and implementing actions to improve internal controls to prevent future improper payments, recognize trends, and identify potential fraud, waste or abuse (FWA).
Researching and identifying industry trends and patterns in order to detect aberrant billing practices.

You may qualify based on your experience and/or education as described below:
GS-13 Specialized Experience Requirement: Do you possess one year of specialized experience equivalent to at least GS12 on Federal Service that typically includes, but is not limited to, the following specialized experience examples. In order to meet the minimum qualifications for this position, you must meet 3 of 5 of the following examples of specialized experience.
conducting and/or overseeing recovery audits from planning and implementation
subject matter experience in claims analysis and data mining tools to detect aberrant billing practices
proposing recommendations and process improvements for how to build effective programs to prevent, detect, and respond to improper payments, specifically the collection of overpayments
compose clear and concise and well-written issue papers, analyses, actionplans, fact sheets, reports, letter, and other significant written communications
coordinate documentation and/or research and consolidate information needed and present finding to management, high-level management officials and internal and external contacts
Qualify Ranking Factor (QRF): A quality ranking factor (QRF) is a knowledge, skill, or ability (KSA) that could be expected to enhance performance in a position but are not essential for satisfactory performance. Applicants who possess a QRFs may be ranked above those who do not, but no applicant may be rated ineligible (i.e., screened out) for failure to possess a QRF.
- Applicants with recovery audit experience applicable to Federal health insurance programs and/or health care systems.
-Experience demonstrate partnering with law enforcement entities such as OIG, DOJ, and/or FBI on FWA-related audits and/or investigations findings that may result in potential referrals for criminal and/or civil prosecution.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work primarily is sedentary, although some slight physical effort may be required.
