Duties

In this position you are responsible for management of all of the Office of Human Resources Management (HRM)'s Human Resources automated business process management and information technology (HRIT) systems and related financial resources, as well as project management efforts related to applying business process management disciplines in developing new and improved information systems to meet the agency-wide business requirements of customer organizations. Major duties for this position include, but are not limited to: Overseeing and providing authoritative guidance to matrix teams and/or high-ranking management officials in efforts to stand-up and maintain HRIT capabilities, such as databases, data marts, and data lakes, both on-premises and cloud-based, developed for use within the organization as well as other DHS customers. Establishing and enforcing HRIT standards, procedures, and guidelines within the HRM data environment. Participating in the planning of future HRIT expansions, enhancements, and selections. Analyzing, reviewing, and recommending upgrades for existing HRIT. Planning and developing long-range objectives and milestones for HRM IT data-related projects. Providing direct supervision to a variety of HRM professionals who are responsible for facilitating the automation of human resources business processes that result in process improvement in the form of increased efficiency and capacity. Serving as a first-level supervisor and advising subordinates on appropriate tools and techniques for effective program management and providing administrative oversight and supervision to the unit.

Qualifications

Experience: You qualify for the GS-14 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Managing Human Resource Information Technology systems with knowledge of Structured Query Language (SQL) queries and Extract, Transform, Load (ETL) processes and tools. Designing and managing data warehouses. Planning and implementing of databases. Analyzing and reporting database performance, system integrations and backup and completing recovery of databases. Identifying and evaluating new technologies for application in support. Overseeing and supporting business processes, strategic management, and providing technical guidance on data solutions. Providing high-level technical expertise and technical responsibility for planning, evaluating, and providing recommendations for improving systems and system solutions.
