About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the Fort Shafter, Hawaii. This position is responsible for managing daily network operations and maintenance, and serving in a technical leadership role.

Duties

Supervises enterprise-wide network architecture administration, providing authoritative advice, operational guidance and program decision making. Responsible for the planning, programming, budgeting, directing, coordinating, reviewing, and executing the organization’s network infrastructure administration. Develops policies and procedures for networks and system operations. Research emerging technologies and evaluates commercial software for the purpose of developing prototype network architectures. Exercises supervision and control over the civilian and military staff, which consists of professional, technical, and support personnel. Plans and assigns work to be accomplished by subordinates; sets priorities and deadlines; reviews work products; and accepts, amends, or rejects them.

Requirements

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• Three year trial/probationary period may be required.
• Must be able to obtain and maintain Top Secret clearance.
• The IT classification for this position is IT I. Position is designated as Special Sensitive.
• Must successfully pass urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
• Must achieve IAT Level III and IAM Level III certification within six months or less of entrance on duty.
• This position is Mission Essential, incumbent may be required to report or remain at work during emergency type situations to support mission operations.
• This position has a Temporary Duty (TDY) or business travel requirement of 15% of the time.
• Must possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
• This position requires a one-year supervisory probationary period.

Qualifying experience would be demonstrated by planning, programing, and budgeting network infrastructure for organizational enterprise-wide network architecture administration; conducting cyber risk analysis, developing policies, and researching emerging technologies to maintain operations and service impacts of managed networks; planning and/or assigning tasks, reviewing work, and setting priorities for employees; and communicating with internal and external contacts to guarantee optimal technical assistance and operational performance. Qualifying experience must include, or be supplemented by, information technology related experience (paid or unpaid experience and/or completion of specific, intensive training, as appropriate) which demonstrates each of the four competencies, as defined: (1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
