About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at Fort Shafter, Hawaii.
Duties
Serves as the Chief of the Enterprise Service and Security Division within the 311th Signal Command (Theater) (SC(T)) G3 Directorate.
Provides oversight and directs subordinates involved in planning, controlling, and supporting Theater Signal command information technology programs, projects, policy, and planning activities within the Indo-Pacific Theater.
Serves as a critical team member responsible for leading global implementation and deployment efforts and providing subject matter expert (SME) guidance to team members.
Serves as 311th SC(T) Information System Security Manager (ISSM).
Administration and management of Information Assurance (IA) programs such as Risk Management Framework (RMF), Cyber Operational Readiness Assessment (CORA), and DoD Cyber Scorecard.
Administration and management of IA assessment and compliance monitoring and making risk assessment recommendations to the authorizing official (AO).
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Three year trial/probationary period may be required.
- This position has been designated as Critical-Sensitive. Must be able to obtain and maintain TOP SECRET eligibility with access to Sensitive Compartmented Information (SCI).
- The incumbent is required to sign a DA Form 5019-R (Condition of Employment for Certain Positions Identified as Critical Under the Drug Abuse Testing Program) and must pass urinalysis testing.
- Temporary Duty (TDY) Travel will be required approximately 15-20% of the time and may require worldwide travel.
- This position is Mission Essential. In the event of severe weather conditions or other such emergency type situations the incumbent is required to report to work or remain at work as scheduled to support mission operations.
- Incumbent is required to submit a Financial Disclosure Statement, OGE-450,. Financial Disclosure Report upon entering the position and annually, in accordance with DoD Directive 5500-7-R, Joint Ethics Regulation, dated 23 March 2006.
- In support of contingency operations, incumbent may be required to work overtime and shift work on short notice to include nights, holidays and weekends.
- The incumbent must achieve Information Assurance Management (IAM) Level III certification within six months or less of entrance on duty. This position is eligible for certification IAW DoD 8140-03-M
- The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
- A one-year supervisory probation may be required to assess your ability to perform supervisory duties.

Applicant must have one year of directly applicable experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job but will clearly demonstrate past experience in the application of the particular competencies or knowledge, skills, and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly related to the work of the position to be filled. Qualifying experience would be demonstrated by executing enterprise and technical programs and policies to ensure compliance with unclassified, classified and mission networks; analyzing IT resources to give recommendations to implementation strategies to include funding sources, resource management, or policy and process improvements; evaluating network configurations and enterprise service delivery to determine efficiency and cost effectiveness; and providing first level supervision of daily operations to accomplish divisions branches.
Qualifying experience must include, or be supplemented by, information technology related experience (paid or unpaid experience and/or completion of specific, intensive training, as appropriate) which demonstrates each of the four competencies, as defined:
(1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Examples of IT-related experience demonstrating this competency include: leading others by setting the standards for the quality of work, even in the most difficult and/or high pressure circumstances; reviewing and editing work completed by others to ensure that the quality of work meets acceptable work standards.
(2) Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Examples of IT-related experience demonstrating this competency include: using expertise and experience to address complex problems, questions, or complaints; anticipating customer needs and modify the team's work activities, processes, and practices to meet these needs; collaborating across team and outside of own team to organize planning sessions that elicit ideas for improving customer service and support.
(3) Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Examples of IT-related experience demonstrating this competency include: clearly explaining and defending complex ideas, appropriately adapting to each audience's level of knowledge; actively listening and clarifying points when presenting highly complex and controversial findings; using well-constructed, fact-based arguments to persuade stakeholders/officials to take action on suggestions for improvement.
(4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
