About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25.

Duties

Establishes and maintains contacts with other recognized experts in the information technology arena to exchange information, obtain additional views, and coordinate efforts. Plans and coordinates total systems engineering, implementation, and integration efforts on behalf of the command. Contacts often require extensive preparation of briefing materials and/or technical familiarity with complex issues and developments pertaining to the organization. Provides analysis and recommendations in unprecedented areas reflecting new concepts and programs in support of DoD and Army level initiatives. Applies expertise and broad professional knowledge of infrastructure systems policy and standards and intensive knowledge of automation and telecommunications systems disciplines to staff management and implementation of assigned programs. Accomplishes special assignments for the G3 as necessary in various areas of G3 interest, which may impact at ASCC, NETCOM, Installation Management Command, Unified Command, HQDA, or DOD levels. Establishes many G3 objectives and missions. Supervises and coordinates the activities of subordinate G3 divisions. Evaluates programs and adjusts as necessary to accommodate change and new programs. Carries out Occupational Safety and Health Program responsibilities and supports internal management processes to detect and deter waste, fraud, and abuse activities. Provides advice, counsel and/or instruction to division chiefs/work group members on both technical work and administrative matters. Conducts first and second level supervisory responsibility of all 311th G3 Department of the Army Civilians as rating authority for G3 Branch Chiefs and senior rater for all non-supervisory GS personnel.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Three year trial/probationary period may be required.
  • One-year supervisory probationary period required. A one-year probationary period is required if the selectee has not previously met this requirement.
  • This position is designated as Key. The position cannot be vacated during a national emergency or mobilization without seriously impairing the mission.
  • Must be able to obtain and retain Top Secret/Sensitive Compartmented Information Security Clearance.

Basic Requirement for Supervisory Information Technology Specialist (PLCYPLN) Specialized and Other Experience: One year of specialized experience which includes Excellent communication skills, both orally and in writing to represent the organization, and to effectively justify, defend, and negotiate plans, policies, and changes. Expert IT knowledge to make decisions related to a company's technology, including the integration and deployment of new technology, systems management, and the overseeing of technical operations personnel. Excellent knowledge of IT plans and systems to include sustaining base, strategic, and theater-tactical C4 systems supporting joint and combined operations, services, defense agencies, and other government organizations and knowledge of spectrum force management support for all EAC signal tactical, strategic, and power projection platform units. Ability to plan, manage, and direct IT programs, policies, and practices to command, subordinate commands, and activities throughout the Pacific theater, Army C4 systems and services provided in support of the war fighter. The specialized experience must include, or be supplemented by, information technology related experience (paid or unpaid experience and/or completion of specific, intensive training, as appropriate) which demonstrates each of the four competencies, as defined: (1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Examples of IT-related experience demonstrating this competency include: leading others by setting the standards for the quality of work, even in the most difficult and/or high pressure circumstances; reviewing and editing work completed by others to ensure that the quality of work meets acceptable work standards. (2) Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Examples of IT-related experience demonstrating this competency include: using expertise and experience to address complex problems, questions, or complaints; anticipating customer needs and modify the team's work activities, processes, and practices to meet these needs; collaborating across team and outside of own team to organize planning sessions that elicit ideas for improving customer service and support. (3) Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Examples of IT-related experience demonstrating this competency include: clearly explaining and defending complex ideas, appropriately adapting to each audience's level of knowledge; actively listening and clarifying points when presenting highly complex and controversial findings; using well-constructed, fact-based arguments to persuade stakeholders/officials to take action on suggestions for improvement. (4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Examples of IT-related experience demonstrating this competency include: providing precedent setting solutions to unique problems not previously encountered; helping team make decisions which are complicated by the number and nature of existing policy, guidelines, and organizational goals; identifying the root causes of problems; developing systemic solutions to address them and prevent them from reoccurring.
