This position is located at the Portland VA Health Care system in the Department of Hospital and Specialty Medicine (DHSM), which is a large, complex, and very active clinical service. The incumbent will have responsibility for development, organization, management, and application of information systems and data for the clinical and administrative activities of DHSM.
Duties
This position involves a multi-grade career ladder. The major duties listed below represent the full performance level of GS-12, however a selection can be made at any of the following grade levels: GS-11 OR GS-12. At the GS-11 grade level, you will progressively acquire the background necessary to perform at the full performance level of GS-12.
Major Duties:
Utilize information systems to develop reports and recommendations.
Develop and implement management information systems specific to the clinical information needs of DHSM.
Aggregate database(s) of critical clinical, administrative, and demographic information for decision-making on patient or care management within a capitated revenue system.
Maintain and re-engineer the databases and reports to meet these changing needs for relevant information.
Develops and presents findings and recommendations to internal and external stakeholders and senior leadership in comprehensive project reports that clearly explain the methodology used and validity of findings.
Designs reports with clear display of data in a format that is easily readable and understood by others.
Develop descriptive assessments with trend data or forecasting information to analyze various clinical and administrative programs.
Integrate individual provider data into meaningful group or sub-set information analyses such as, but not limited to, hospital admissions patterns, length of stay, bed days of care and pharmacy and medication use practices and patterns.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Work Schedule: 7:30 a.m. - 4:00 p.m (PST).; Monday to Friday

Qualifications
To qualify for this position, applicants must meet all requirements within 30 days of the closing date of this announcement, 01/23/2025.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements within 30 days of the closing date of this announcement.
For a GS-11 position you must have served 52 weeks at the GS-9.
For a GS-12 position you must have served 52 weeks at the GS-11.
The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

GS-11 Requirements:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Analyze and evaluate the costs and implication of policies in draft or final form as well as the impact on the operations and clinical practices within DHSM; Aggregate databases of critical clinical, administrative, and demographic information for use in clinical decision making; instructs staff members with management tools and interpretation of data; manages workload capture systems; develops analyses based on efficient operational or policy alternatives based upon statistical models and cost-based analyses. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience as described above and graduate level education beyond 36 semester hours (or 2 years) that provided the knowledge, skills, and abilities necessary to do the work of the Program Analyst position to meet the total experience requirements for this grade level.
GS-12 Requirements:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Analyze and evaluate the costs and implication of policies in draft or final form as well as the impact on the operations and clinical practices within DHSM; aggregate and analyze provider specific clinical practice information to assess activities such as drug utilization patterns, case-mix analysis, patient referral patterns, consultation utilization patterns, and productivity models; maintain and re-engineer the databases and reports to meet these changing needs for relevant information; instructs staff members with management tools and interpretation of data; manages workload capture systems; develops analyses based on efficient operational or policy alternatives based upon statistical models and cost-based analyses; integrate individual provider data into meaningful group or sub-set information analyses such as, but not limited to, hospital admissions patterns, length of stay, bed days of care and pharmacy and medication use practices and patterns.

Physical Requirements: The work environment involves everyday risks or discomforts which require normal safety precautions typical of such places as offices, meeting and training rooms, or libraries. The work area is adequately lighted, heated, and ventilated. The environment can be stressful when dealing with patient and employee concerns, and strict deadlines on a variety of tasks.
