This position is in the OEI, Office of Enterprise Policy and Governance (EPG), which leads VA's policy management and interagency collaboration capabilities with Federal partners. EPG integrates across the enterprise to improve the efficiency and effectiveness of VA's management capabilities and operations related to enterprise level policy, organizational alignment, and interagency shared goals to improve health care and services available to service members and Veterans.
Duties
Major duties include but are not limited to:
- Organizational change and delegations of authority processes,
- Legislative analysis to determine impact of new legislation on VA policy,
- VA's Functional Organizational Manual and Organizational Hierarchy,
- National Academy of Medicine Task Force,
- National Academy of Medicine Task Force,
- Certification authority for Enterprise-wide Directives, Handbooks, and Notices,
- VA-DoD engagement strategy, oversight, and execution of priority joint initiatives through the
Joint Executive Committee (JEC),
- VA/DoD Joint Strategic Plan and Annual Joint Report to Congress,
- Serving as the interagency portal to assess and align interagency coordination and
synchronization with Federal partners
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/23/2025.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements within 45 days of the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9.For a GS-12 position you must have served 52 weeks at the GS-11. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If your most recent non-award SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one year time-in-grade, as required by the announcement. In this instance, you must provide an additional non-award SF-50 that clearly demonstrates one year time-in-grade. Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience or education, as described below:
GS-11 Qualifications:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-09) in the normal line of progression for the occupation in the organization. Examples of specialized experience include: Examples of specialized experience include those similar to the GS-13 but at a lower level of responsibility. This experience must be equivalent to the next lower level of federal service.
OR:
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Master's or equivalent graduate degree or two full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. (Transcripts Required)

Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond the first 18 semester hours of graduate-level education earned. (Transcripts required)
GS-12 Qualifications:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-11) in the normal line of progression for the occupation in the organization. Examples of specialized experience include: Examples of specialized experience include those similar to the GS-13 but at a lower level of responsibility. This experience must be equivalent to the next lower level of federal service.
GS-13 Qualifications:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-12) in the normal line of progression for the occupation in the organization. Examples of specialized experience include but are not limited to: Establishes program objectives and units of measure for determining when objectives have been met. Develops detailed plans, tasks, milestone dates and schedules to ensure proper sequencing of events and tracking of processes and costs throughout the life cycle of the programs/projects. Participates in meetings with internal and external stakeholders to determine program status, major milestones, and coordination of each to detect in advance potential slippage or increased costs; and to ascertain appropriate action required to maintain or improve program schedules.

You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
