Serves as senior policy advisor and program director for all cryptologic linguist training. *** Salary ranges includes local market supplements ***

Duties

Serves as Primary advisor to Chief, Force Development and Training Division for all cryptologic linguist matters. Manages all aspects of AF SCC input to the Joint CLA Database (JCD). Serves as 16th AF (AF SCC) CLA training and linguist force development subject matter expert. Serves as the 16th AF Commander's senior representative to other Service CLPMs and DoD CLPMs.

Qualifications

This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: knowledge of USAF operations training and language training processes and procedures. Applies this knowledge to the development of new methods, approaches, or procedures for 16 AF AFCO Force Training processes. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: In-depth knowledge of USAF operations training and language training processes and procedures. Knowledgeable on USAF Instructional Systems Development (ISD) and inspection/oversight procedures directives, instructions, and guidance. Thorough knowledge of US national IC policies, entities, missions, resources, operations, capabilities, databases and requirements to perform intelligence programmatic planning, operations collection, and other intelligence collection related activities. Knowledge of the interplay of geographical, political, military, economic, and industrial forces in various regions of the world as well as intelligence entities operations, and capabilities that may be directed against USAF, DoD, and other US resources. Thorough knowledge of contract acquisition principles to include contract life-cycle document development as well as Contracting Officer Representative and Technical Point of Contact roles and responsibilities, as well as annual fiscal programs such as Program Objective Memorandum (POM) and Intelligence Planning, Programming, Budgeting, Execution System (IPPBES) processes. Extensive knowledge of 16th AF assets and the CLA role in Processing, Exploitation and Dissemination (PED), techniques and software. Comprehensive knowledge of 16th AF components and subordinate units to include classified missions and of 16th AF missions and roles as part of the Department of Defense (DoD) and IC enterprise. Knowledge and understanding of competencies required by the Defense Language Proficiency Test (DLPT) to demonstrate credibility throughout the 16th AF CLA community. Skill in applying analytical and evaluative techniques to the identification, consideration, and resolution of issues or problems concerning efficiency and effectiveness of program operations. Demonstrated ability to communicate clearly and accurately, both orally and in written form, in order to conduct briefings or coordinate various requirements of assigned projects or in working out solutions to problems or questions related to the work. CONDITIONS OF EMPLOYMENT CONTINUED: Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed. Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. In accordance with AFI 36-4005, the position is assigned duties requiring proficiency in a foreign language and certification of proficiency will be determined through the Defense Language Proficiency Test (DLPT) at a proficiency level of 2 or higher in both reading and listening. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
