This position is located in the Bureau of Democracy, Human Rights, and Labor, Office of Global Programing (DRL/GP). DRL/GP manages the bureau's foreign assistance funded programs, including the Department's Human Rights and Democracy Fund. The incumbent serves a Program Analyst, responsible for regional and/or thematic areas that have over $10M funding annually, strategic planning and coordination role within GP. Incumbent monitors grant activities and relevant activities in assigned region.

Duties

Recommends and implements grants programs and strategies to enhance foreign policy goals in assigned areas. Evaluates grant programs to assess success in promoting DRL/State/USG human rights and democracy related foreign policy objectives. Designs, implements, monitors, and evaluates foreign assistance grants, cooperative agreements, or related instruments to support international efforts to reinforce the growth of democracy and human rights in assigned geographic or functional area. Serves as Grants Officer Representative (GOR) responsible for providing appropriate programmatic and financial oversight of awards during all phases of the grant process.

  • Must be able to obtain and maintain a Top Secret security clearance.

Qualifications

Applicants must meet all the required qualification requirements described below by the closing date of this announcement.   NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience in working across the inter-agency to ensure Department foreign policy goals and objectives are being implemented. Experience in full foreign assistance life-cycle management and/or implementing foreign assistance programming. Experience monitoring grants, cooperative agreements, and/or contracts.  There is no substitute of education for specialized experience for the GS-14 position.
