Duties
Please Note: Employees will be required to report to their assigned office location at least 2 day per week for non-supervisory positions and 3 days per week for supervisory/managerial positions unless the position advertised is designated as a remote-only position.
The position is in the Office of the Chief Management Officer, Administrative Services Division (ASD), Security Services (SS). The incumbent serves as the Director, Security Services and reports to the Vice President of Administrative Services Division. As the Director, senior security specialist and recognized technical authority, the incumbent is responsible for overseeing a wide range of critical security support functions for EXIM, including the management of EXIM's Security and Continuity of Operations programs.
Duties include, but are not limited to:
Provides technical direction to subordinate professional staff. The incumbent's administrative responsibilities include preparing the office's personnel, training, travel, and equipment budgets. Supervisory responsibilities include full authority for organizing and managing the office; assigning, directing, and reviewing the work of subordinates planning and carrying out the training and development of employees; providing direct oversight of new personnel or staff on rotational assignments; evaluating employees work performance; selecting, promoting, rewarding, disciplining and separating employees; and meeting equal employment opportunity and affirmative action goals and objectives in the performance of supervisory duties, as well identifying and recommending appropriate solutions to personnel issues that may arise.
Acts as a Security Officer which includes security planning, coordinating with other Federal agencies (GSA, DHS FPS, VA, etc.) as well as state and local officials to ensure an integrated approach to security planning. Incumbent, in concert with the Vice President, ASD must integrate guidance from the Department of Homeland Security and apply policies and procedures to the Bank's security program.
Supervises the personnel security, physical security and insider threat program;
Additionally, the incumbent will be responsible for SCIF, SAP and Emergency Management programs.

Qualifications
Specialized Experience (Credit for Specialized Experience on resume must reflect 40 hours/Full-time per week for each period of work):
GS-14: You must have one (1) year of specialized experience that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the GS-13 level in the Federal Government or other equivalent pay systems. Specialized experience includes:
Experience overseeing a wide range of critical support functions, including the management of Security and Continuity of Operations programs including Physical Security and Insider Threat management;
Experience providing direct oversight of personnel and staff to include assigning, directing, and reviewing the work of subordinates;
Experience leading the Emergency Response Team for Continuity of Operations Planning (COOP) and is responsible for planning and conducting COOP exercises to determine readiness in the event of an emergency;
Experience in all aspects of Sensitive Compartmented Information Facility (SCIF) and SAP management to include physical, cyber, and personnel security along with security operations and administration.
Education cannot be substituted for experience at the GS-14 grade level.
