The following are the duties of this position at the full working level.
Ensures that the organization's strategic plan, mission, vision, and values are communicated to the team and integrated into the team's strategies, goals, objectives, work plans, and work products and services. Articulate and communicate to the team the assignment project, problem to be solved, actionable events, milestones, and/or program issues under review, and deadlines and time frames for completion. Monitor and report on the status and progress of work, checking on work in progress, reviewing completed work to ensure that the supervisor's instructions on work priorities, methods, deadlines, and quality are met. Serves as coach, facilitator and/or negotiator in coordinating team initiatives and in consensus-building activities among team members. Assigns work to subordinates, accesses systems to gather data/run reports.
Coach the team in the selection and application of appropriate problem-solving methods and techniques, provide advice on work methods, practices, and procedures, and assist the team and/or individual members in identifying the parameters of a viable solution. Train or arrange for the training of team members in methods and techniques of team building and working in teams to accomplish tasks or projects and provide or arrange for specific administrative or technical training necessary for accomplishment of individual and team tasks. Develops internal SOPS that aligns with HCO/IRS policies as it relates to human resource program responsibilities. Ensure internal stakeholders comply to internal and service-wide policies, procedures, and guidance.
Lead the team in identifying, distributing, and balancing workload and tasks among employees in accordance with established workflow, skill level and/or occupational specialization; adjusting to accomplish the workload in accordance with established priorities to ensure timely accomplishment of assigned team tasks; achieving desired results; and ensuring that each employee has an integral role in developing the final team product. Maintains program and administrative reference materials, project files, and relevant background documents. Makes available policies, procedures, and written instructions from the supervisor; maintains current knowledge to answer questions from team members on procedures, policies, directives, etc.
Qualifications
Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis.

You must meet the following requirements by the closing date of this announcement:
SPECIALIZED EXPERIENCE: GS-14 LEVEL: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the next lower level (GS-13) in the normal line of progression in the Federal service. Specialized experience for this position includes:
Experience assisting customers and/or management on a wide range of principles, practices, and advisory services related to HR systems, compensation, classification, recruitment, employee benefits, organizational development, performance management, and employee labor relations;
Experience applying the laws, policies, regulations, and precedents applicable to human resource operations;
Experience developing written and oral communications on programs or policies for executives, managers, or senior leaders' approval;
Experience presenting information on regulations, laws, and guidance for issues which may be confidential and sensitive in nature;
Experience participating in labor management and classification negotiations, conducting training and analytical studies and/or projects involving complex programs, systems, or issues to persuade, negotiate, and provide technically sound information in a highly effective and clear manner;
Experience leading the development and implementation of new initiatives, and developing integrated solutions to recruitment, organizational development, performance management, and employee labor relations issues/challenges;
Experience utilizing HR information systems in an automated HR environment and administering programs and projects dealing with automated HR tools to resolve errors, verify data, and perform quality review.
AND MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.
AND TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment.
