The position will function as a Time and Leave Clerk in Nursing Patient Care Services (PCS) at the VA Baltimore or Perry Point VA Maryland Health Care sites, Nursing Patient Care Services is the largest service within the VAMC. The Time and Leave Clerk provides advice, assistance and guidance to supervisors, Chief Nurses, Nurse Managers, and nursing employees regarding concerns on leave policy and procedures.
Duties
Duties may include:
Input pay entitlements including regular pay, overtime, compensation time, scheduled and unscheduled night differentials, Saturday and Sunday premium pay, holiday pay, on call pay and continuation of pay.
Input leave computations/changes including regular annual leave, sick leave, leave without pay; and in addition, leave charges requiring special notations such as military leave, absence without leave changes, authorized/administrative absences, travel status, jury duty, suspensions, and workman's compensation.
Ensures that daily schedules are posted on a daily basis.
Consults with Nurse Manager, Associate Chief Nurse regarding appropriateness of scheduling.
Maintain certified schedule submitted by Nurse Manager, Associate Chief Nurse, Deputy ADPCS.
Ensure proper coding computation remarks for posted pay entitlement for overtime worked, earned differentials, and reduced on-call hours.
Post, record, and code employees who are injured on duty and relieved due to the nature of the injury.
Utilize injury reports for extracting required payroll information and documenting pertinent facts.
Post and records appropriate schedules plus indicated "COP" benefit and leave changes. Monitors the employee's absence as extra documentation until the employee returns to duty.
Receive and initiate contacts with the Employee Relations Specialist in Human Resources Management, Fiscal, Safety Officer, Nurse Manager and others involved with on-the-job injuries.
Initiate and maintain audits to track leave, holiday status, etc., on all nursing employees.
Preform employee leave audits in Fiscal Services when requested by payroll or employee.
Participate in Performance Improvement activities in the development and implementation of audits.
Maintain databases and information repositories for payroll information and issues in Nursing Services.
Generate reports for the aforementioned activities and submit reports to the Nurse Manager, Associate Chief Nurse, Deputy ADPCS. Responsibilities include designing report formats and abstracting data for computerized software such as VATAS or other like system.
Provide training to Nurse Managers, substitute timekeepers, and new timekeepers as to entries, posting, explaining entitlement to premium pay, and differentials.
Read, analyze, and interpret technical and administrative directives, policy, and regulations regarding payroll, and takes action when appropriate and/or makes recommendations of actions needed to accomplish requirements.
Instruct and orients employees in reading, interpreting, and understanding the Earning and Leave statements, establishing rapport for the future contacts.
Prepare reports and timecard amendments as necessary.
Maintain the Security of ADP accessibilities and confidentiality of records according to Nursing Service Policies and Procedures.
Preform Office Automation duties using variety of software applications, i.e., spreadsheet, database, desktop publishing as needed. Uses software to create, enter, revise, sort, or calculate, and retrieve data for reports: and uses graphic software to provide graphs and charts for reports and presentations
Work Schedule: Monday - Friday, 08:00am - 4:30pm
Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/28/2025.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-05 position you must have served 52 weeks at the GS-04. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-04 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Post timesheets daily in VATAS. Research and resolve any issues with leave requests, premium pays, and corrections. Ensure that timesheets are certified accurately and before the deadline. Complete timesheet corrections as necessary; follow up to ensure that timesheets are certified accurately and before the deadline. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 4 years above high school. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education.
TYPING PROFICIENCY: This position requires the skills of a qualified typist. In addition to meeting the experience and/or education requirements, you must be able to type at least 40 words per minute.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is mostly sedentary; however, there is walking, standing, bending, walking upstairs, and carrying of light items such as papers, files, and manuals. No specific physical qualifications are required to perform the work.
Working Environment: The work is performed in an office but errands to other areas of the Medical Center may be required.
