The position will function as a Time and Leave Clerk in Nursing Patient Care Services (PCS) at the VA Baltimore or Perry Point VA Maryland Health Care sites, Nursing Patient Care Services is the largest service within the VAMC. The Time and Leave Clerk provides advice, assistance and guidance to supervisors, Chief Nurses, Nurse Managers, and nursing employees regarding concerns on leave policy and procedures.
Duties
Major Duties:
Input pay entitlements including regular pay, overtime, compensation time, scheduled and unscheduled night differentials, Saturday and Sunday premium pay, holiday pay, on call pay and continuation of pay.
Input leave computations/changes including regular annual leave, sick leave, leave without pay; and in addition, leave charges requiring special notations such as military leave, absence without leave changes, authorized/administrative absences, travel status, jury duty, suspensions, and workman's compensation.
Responsible for preparation of overtime.
Verifies that overtime is recorded on the time schedule worked before posting.
Ensures that daily schedules are posted on a daily basis.
Work Schedule: Monday to Friday 7:30am-4:00pm or 8:00am-4:30pm
Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/18/2023.
TYPING PROFICIENCY: This position requires the skills of a qualified typist. In addition to meeting the experience and/or education requirements, you must be able to type at least 40 words per minute.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-5 position you must have served 52 weeks at the GS-4. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-4 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: posting, examining, computing and balancing hours on time and leave records; providing advisory and technical assistance to staff and management regarding time and leave regulations and policies; ensuring accuracy, completeness, and conformance in time and leave record processing. (THIS EXPERIENCE MUST BE SUPPORTED BY YOUR RESUME TO BE CREDITABLE.) . OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed 4 years of education above the high school level. This education must have been obtained in an accredited business, secretarial or technical school, junior college, college or university. One year of full-time academic study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university, or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business, secretarial, or technical school. One full year of graduate education is considered to be 18 semester hours. (COPY OF TRANSCRIPTS ARE REQUIRED AT TIME OF APPLICATION). OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond post-high school education and specialized experience to meet total qualification requirements at the GS-5 level. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is mostly sedentary; however, there is walking, standing, bending, walking upstairs, and carrying of light items such as papers, files, and manuals. No specific physical qualifications are required to perform the work.
