The position will function as a Time and Leave Clerk in Patient Care Services (PCS) at the G.V. (Sonny) Montgomery VA Medical Center in Jackson, Mississippi, which is university affiliated and provides a wide range of health care services. Patient Care Services is the largest service within the VAMC and includes multiple Associate Chief Nurse Executives (ACNE) including for Mental Health, Community Living Center, Medicine, Ambulatory and Surgery.
Duties
Major Duties May Include
The position will input pay entitlements including regular pay, overtime, compensation time, scheduled and unscheduled night differentials, Saturday and Sunday premium pay, holiday pay, on call pay and continuation of pay.
The position will input leave computations/changes including regular annual leave, sick leave, leave without pay; and in addition, leave charges requiring special notations such as military leave, absence without leave changes, authorized/administrative absences, travel status, jury duty, suspensions, and workman's compensation. Each entitlement and charge require separate postings, recording and coding decided by the position.
Responsible for preparation of overtime. Verifies that overtime is recorded on the time schedule worked before posting. Any discrepancies are resolved with the appropriate Nurse Manager, Associate Chief Nurse, Deputy ADPCS, or Nurse Coordinator if necessary.
Ensures that daily schedules are posted on a daily basis. On own initiative, consults with Nurse Manager, Associate Chief Nurse regarding appropriateness of scheduling. These include, but are not limited to intervals between days off, holiday scheduling, application of tour of duty, extended leave balances, leave projections and omissions. Maintains certified schedule submitted by Nurse Manager, Associate Chief Nurse, Deputy ADPCS. Ensures proper coding computation remarks for posted pay entitlement for overtime worked, earned differentials and reduced on-call hours.
Preforms Office Automation duties using variety of software applications, i.e. spreadsheet, database, desktop publishing as needed. Uses software to create, enter, revise, sort, or calculate, and retrieve data for reports: and uses graphic software to provide graphs and charts
for reports and presentations.
Meets the needs of customers while support VA missions. communicates, and treats customers (veterans, their representative, visitors, and all VA staff) in a courteous, tactful, and respectful manner. Provides the customer with consistent information according to established policies and procedures. Handles conflict and problems in dealing with the customer constructively and appropriately.
Works with all levels of service personnel to ensure accuracy of work and to resolve any problems related to time and leave records. The position plays a critical role in developing and coordinating internal review systems to assure that the timekeeping activities of Nursing Service are compliant with the Medical Center and government requirements.
Work Schedule: Monday- Friday 7:30am-4pm; 8am-4:30pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/22/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS 5 position you must have served 52 weeks at the GS 4. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-4 in the normal line of progression for the occupation in the organization.
